Medical Marijuana Licenses

 Medical Marijuana Applications will be accepted Monday - Thursday 9:00am - 3:30pm.

Please bring your completed application package and all required documents when you come to the Department of Excise and Licenses. Our staff can answer your questions about the licensing process, but cannot provide legal or business advice.

Medical marijuana businesses must be licensed by both the City of Denver's Department of Excise and Licenses and the State of Colorado's Marijuana Enforcement Division.

The Department of Excise and Licenses issues three types of medical marijuana licenses:

  • Medical Marijuana Center License (MMC)
  • Medical Marijuana Optional Premises Cultivation License (OPC)
  • Medical Marijuana Infused Products Manufacturing License (MIPs)

Applying for a New License

Application fee for all Medical Marijuana Establishments:  $2,000

License fee for all Medical Marijuana Establishments: $3,000 per year

  • Denver medical marijuana licenses are valid for a one-year period from the date of issuance. Licensees may pay license fees on an annual basis.

Transfer of Ownership fee: $100

Modification of Premises fee: $150

Transfer of Location fee: $750

Depending upon the type of license and type of filing, different documents may be required.

**In addition to all other required documents, applicants applying for Transfer of Ownership need to provide an "Operating Agreement" or "Bill of Sale."

** In addition to all other required documents, applicants applying for Change of Location must submit a zone use permit and a copy of the license from the previous location.

We recommend you enlist the services of a professional to develop plans for structural, electrical, zoning and fire prevention elements of your building.

Once all application forms and requirements are satisfactorily completed, the Department will issue an Inspection Card to the applicant. Applicants must schedule and complete the following inspections prior to issuance of the license.

Steps for Review and Approval Process:

Complete application forms and submit all required documents.

Complete inspections and return Inspection Card to Excise and Licenses.

Licenses is approved and issued.
