Medical Marijuana Licenses

Medical Marijuana Applications will be accepted Monday - Friday 8:00am - 4:00pm. 

Marijuana applications will be processed in the order they are received.

Please bring your completed application package and all required documents when you come to the Department of Excise and Licenses. Our staff can answer your questions about the licensing process, but cannot provide legal or business advice.

Medical marijuana businesses must be licensed by both the City of Denver's Department of Excise and Licenses and the State of Colorado's Marijuana Enforcement Division.

The Department of Excise and Licenses issues three types of medical marijuana licenses:

  • Medical Marijuana Center
  • Medical Marijuana Optional Premises Cultivation License 
  • Medical Marijuana Infused Products Manufacturing License 

Please Note - In order to be eligible for a Retail Marijuana License, an applicant must have had or purchased a medical marijuana business that had been operating in good standing or had applied for a Medical Marijuana License on or before October 1, 2013. An applicant must possess a valid City and State medical marijuana business license at the time of retail application if above requirements were satisfied.

Applying for a New License

Businesses wishing to obtain a medical marijuana business license must follow these licensing steps.

1.       Submit a completed application along with all supporting documents and licensing fees to the City of Denver’s Department of Excise & Licenses.

2.       Submit a completed application along with all supporting documents and application fees to the State of Colorado’s Marijuana Enforcement Division.

3.       The business will be issued an inspection card that will need to be signed by the City of Denver agencies listed below.

4.       Return completed inspection card to Excise & Licenses. The department will check to make sure that the State of Colorado’s Marijuana Enforcement Division has issued the applicant a state license, and then a city license will be issued.                                                                                                                         

New applicants for medical marijuana business licenses will need to pay a $2,000 application fee and a $3,000 licensing fee. The check for fees should be made payable to the "Manager of Finance" and should be submitted to the City and County of Denver's Department of Excise and Licenses with a completed city license application.

New applicants will need to complete the following license application form:

When applying for a city license, applicants will need to submit the above application form along with the following supporting documents:

  • Statement of Trade Name (if applicable)
  • A floor plan of the premise to be licensed, drawn to scale on a 8½" x 11" piece of paper., showing the layout of the establishment and the principal uses of each section of the floor area. The floor plan must be stamped by the City and County of Denver's Zoning Department during its zoning permit review. 
  • Copy of Burglar Alarm Permit & Monitoring Contract
  • Copy of City and State Sales Tax Licenses (CENTER ONLY)
  • Copy of State Medical Marijuana Business License
  • Lease of Deed (if leased, you must attach the written consent of owner to lease property to a marijuana establishment) 
  • A security plan indicating how the business intends to comply with the requirements related to monitoring and securing the licensed premises as required by law.
  • Bylaws, Operation, Partnership Agreement  (as applicable)
  • Marijuana License Application Acknowledgement Form (CENTER ONLY) - to be completed at Denver Excise and Licenses
  • Copy of valid ID for each owner (Colorado Driver's License or Colorado ID card)
  • A description of products and services to be provided by the establishment, including an indication of whether the establishment proposes to engage in the medical sale of food for human consumption.
  • An area map drawn to scale on a 8½" x 11" piece of paper, indicating within a radius of one-quarter mile from boundaries of property upon which establishment is located, the proximity of the property to any school or child care establishment; to any other marijuana center or store, drug treatment facility, or to any residential zone district. (STORE ONLY) 


Applicants must work with the Denver Community Planning & Development as well as the Denver Fire Department to ensure that they have all of the appropriate permits and inspections completed before they will be issued a license to operate.

**In addition to all other required documents, applicants applying for Transfer of Ownership need to provide an "Operating Agreement" or "Bill of Sale."

** In addition to all other required documents, applicants applying for Change of Location must submit a zone use permit and a copy of the license from the previous location.

Renew a Business License

To renew a city-issued Medical Marijuana Business License, follow these steps:

1.   Complete the Medical Marijuana Renewal Form.

2.   Bring the Medical Marijuana Renewal form along with all supporting documents and the required annual license fee to Denver Excise and Licenses. 

3.   You will be issued a new license.

Please Note - Medical Marijuana businesses are also required to renew their state- issued license on an annual basis.

Renewal applicants will need to pay a $3,000 annual license fee at the time of renewal. Checks should be made payable to the "Manager of Finance" and should be submitted to Denver Excise and Licenses along with their completed city license renewal form. 

Applicants will need to fill out completely the following renewal form:

Medical Marijuana Renewal Form

When renewing a city license, applicants will need to submit the above renewal form along with the following supporting documents. 

  • Copy of Burglar Alarm Permit and Monitoring Contract
  • Lease or Deed (if leased, you must attach the written consent of owner to lease property to a marijuana establishment. 
  • By laws, Operation, Partnership Agreement (as applicable)
  • Medical Marijuana Surety Bond (STORE ONLY)
  • Secretary of State Certificate of Good Standing
  • Copy of Valid ID for each owner (Colorado Driver's License or Colorado ID card)
  • Copy of State License

Transfer of Ownership

A marijuana business must file for a Transfer of Ownership with Denver Excise and Licenses when the legal entity that owns the license changes. To file a Transfer of Ownership for a city-issued marijuana business license, follow the steps below:
  1. 1. Complete the Medical Marijuana Transfer of Ownership form

  2. 2. Bring the Medical Marijuana Business Medical Marijuana Transfer of Ownership form along with all supporting documents and the required Transfer of Ownership fee to Denver Excise and Licenses.

Please Note: Medical Marijuana businesses are also required to file a Transfer of Ownership  with the State of Colorado's Marijuana Enforcement Division.

The fee for a Medical Marijuana Transfer of Ownership  is $100. Checks should be made payable to the "Manager of Finance" and should be submitted to Denver's Excise and Licenses. Applicants will need to submit the completed Medical Marijuana Transfer of Ownership form and fees along with the following supporting documents. 

  • Secretary of State Statement of Trade Name (if applicable)
  • Copy of State License
  • Copy of your Zone Use Permit from the City and County of Denver
  • Copy of Burglar Alarm Permit
  • Copy of Burglar Alarm Monitoring Contract 
  • Copy of City and State sales tax licenses (CENTER ONLY)
  • Lease or Deed (if leased, you must attach the written consent of owner to lease property to a marijuana establishment)
  • Affidavit of Lawful Presence for each owner
  • Bylaws, operation, partnership agreement (as applicable)
  • Surety Bond (CENTER ONLY)
  • Secretary of State Certificate of Good Standing
  • Copy of Valid ID for each owner (Colorado Driver's License or Colorado ID card)
  • Purchasing Agreement 

Transfer of Location

Anytime a medical marijuana business wishes to change the location of their establishment they must file for a Transfer of Location with the City of Denver's Department of Excise and Licenses. 

To file a Transfer of Location for a medical marijuana business, follow the steps below:

1. Submit a completed Medical Marijuana Transfer of Location form along with all supporting documents and application fees to the City of Denver's Department of Excise and Licenses.

2. Medical marijuana store applicants will have a public hearing coordinated by the Department of Excise and Licenses.

3. The business will be issued an inspection card that will need to be signed by the City of Denver agencies listed below

4.  Applicant must return completed inspection card to Denver Excise and Licenses.

5.  Denver Excise and Licenses will then issue a medical marijuana business license for the licensee at the new address. 

6.  The business may then begin to operate at the new address once both the City and State licenses have been received with the new address.

Please Note* - medical marijuana businesses are also required to file a Transfer of Location with the State of Colorado's Marijuana Enforcement Division.  

The fee for a Medical Marijuana Business Transfer of Location is $750. Checks should be made payable to the "Manager of Finance" and should be submitted to Denver Excise and Licenses along with their completed Medical Marijuana Transfer of Location form.

When transferring location, applicants will need to submit the above completed Medical Marijuana Transfer of Location form along with the following supporting documents:

  • Copy of State License
  • Zone Use Permit for the new facility from the City and County of Denver
  • Secretary of State Certificate of Good Standing
  • Secretary of State Statement of Trade Name (if applicable)
  • A floor plan of the new licensed premise, drawn to scale on a 8 ½ x 11"  piece of paper, showing the layout of the establishment and the principal uses of each section of the floor area. Please include dimensions, security cameras, and separate pages for each floor level. The floor plan must be stamped by the City and County of Denver Zoning Department during its zoning permit review. 
  • Copy of Burglar Alarm Permit and monitoring contract
  • Lease of Deed (if leased, you must attach the written consent of owner to lease property to a marijuana establishment)
  • A security plan, indicating how the business intends to comply with the requirements related to monitoring and securing the licensed premises as required by law.
  • Surety Bond  (CENTER ONLY)
  • Distance Waiver (CENTER ONLY)
  • An area map, drawn to scale on a 8 ½ x 11" piece of paper, indicating within a radius of one-quarter mile from boundaries of property upon which establishment is located, the proximity of the property to any school or child care establishment; to any other marijuana center or store , drug treatment facility, or to any residential zone district (CENTER ONLY)

Modification of Premises

Anytime a medical marijuana business wishes to modify their premises they must file for a Modification of Premises with Denver Excise & Licenses.

To file for a Modification of Premises for a medical marijuana business, follow the steps below:

1. Submit a completed Medical Marijuana Modification of Premises form along with all supporting documents and application fee to Denver Excise and Licenses. 

2. The business will be issued an inspection card that will need to be signed by the City of Denver agencies listed below.

3.  Applicant must return completed inspection card to Denver Excise and Licenses. 

4. Excise and Licenses will then approve the Modification of Premise and make a note of the modification in the licensee's business file. 

The fee for a Medical Marijuana Modification of Premise is $150. Checks should be made payable to the "Manager of Finance" and should be submitted to Denver Excise and Licenses along with their completed Medical Marijuana Modification of Premises form. 

When modifying a premise, applicants will need to submit the above completed Medical Marijuana Business Modification of Premise form along with the following supporting documents:

  • Copy of your Zone Use Permit from the City and County of Denver
  • A floor plan of the current licensed premise and a floor plan of the proposed changes to the licensed premise, drawn to scale on a 8 ½ x 11"  piece of paper, showing the layout of the establishment and the principal uses of each section of the floor area. Please include dimensions, security cameras, and separate pages for each floor level. The floor plan must be stamped by the City and County of Denver's Zoning Department during its zoning permit review.
  • Lease or deed ( If leased, you must attach the written consent of owner to lease property to a marijuana establishment) 
  • A security plan indicating how the business intends to comply with the requirements related to monitoring and securing the licensed premise as required by law. 
  • Secretary of State Certificate of Good Standing
  • Secretary of State Statement of Trade Name (if applicable)

Corporate Structure Change Process

A marijuana business must file for a Corporate Structure Change with Denver Excise and Licenses when the business has a change in officers, directors, general partners, managing members, stockholders, partners, or members. To file a Corporate Structure Change for a city-issued marijuana business license, follow the steps below:

1. Complete the Medical Marijuana Corporate Structure Change form. 

2. Bring the Medical Marijuana Corporate Structure Change form along with all supporting documents and the required Corporate Structure change fee to Denver Excise and Licenses. 

Please Note: Medical Marijuana businesses are also required to file a Corporate Structure Change with the State of Colorado's Marijuana Enforcement Division. 

The fee for a Medical Marijuana Corporate Structure Change is $100. checks should be made payable to the "Manager of Finance" and should be submitted to Denver's Excise and Licenses. Applicants will need to submit the completed Medical Marijuana Corporate Structure Change form and fees along with the following supporting documents:

  • Affidavit of Lawful Presence for each member or shareholder who owns 10% or more of the business entity.  
  • Bylaws, operation, partnership agreement (as applicable) 
  • Secretary of State Certificate of Good Standing 
  • Copy of valid Identification for each owner (Colorado Driver's License or Colorado Identification card)
  • Purchasing Agreement
