Citywide Curbside Action Plan

In 2023, Denver's Department of Transportation and Infrastructure (DOTI) developed a Curbside Action Plan. This action-oriented plan complements Denver Moves Everyone (DME), the City’s 2050 vision for improving transportation, and other documented mobility plans, efforts, and goals to maximize the use and benefit of curb lane resources.

The Curbside Action Plan(PDF, 11MB) provides a framework for making curbside use and management decisions by street type to support city transportation and mobility goals when there is curb space available to accommodate traditional static parking and loading needs. The Plan also provides recommendations for further informing and enhancing the management of Denver's curb spaces.


Study Purpose

Public right of way is the largest city-owned asset and there have always been many competing demands for this valuable and limited resource.

The city has changed in the last decade:

The types of curbside uses and users have evolved over the past 10 years, adding to the complexity of the competing demands. New and emerging curbside uses include:
  • Rideshare (e.g., Uber and Lyft) services
  • Food delivery services
  • Shared bikes, e-scooters, e-bikes, etc.
  • Outdoor places (parklets and outdoor dining)
  • Mobile commerce (food trucks)
  • Protected bike lanes
  • Expanded bus only lanes

Guidance and Recommendations

This element of the Curbside Action Plan contains decision-making tools and information to support City staff when determining what changes to the curb are appropriate on each street type as well as how to implement Transportation Demand Management.

The Curbside Action Plan identifies short, medium, and long-term recommendations designed to improve curbside management throughout the city.

Vision and Core Values

The project team and Stakeholder Working Group developed a project vision, as follows:

The Curbside Action Plan Project Vision: To prioritize the highest and best use of Denver's curbside resources, the CAP will develop equitable access for all people and modes of transportation while supporting economic activity and promoting social spaces. Sustainable measures to enhance resiliency, mitigate climate change, and provide more green spaces will be integral considerations. The plan will identify curbside priorities and feasible short and short-term projects.

Strategic Parking Plan

The Denver Strategic Parking Plan(PDF, 5MB), which was completed in 2010, articulated DOTI's vision and approach for parking management and influenced the Curbside Action Plan.
