The agency for Human Rights & Community Partnerships (HRCP) is the umbrella agency for one division, eight offices, and ten commissions.

Ten commissions operate under Human Rights & Community Partnerships. Each commission acts as a liaison and advocate to the Mayor on behalf of the communities they represent.
Human Rights & Community Partnership's Advisory Board is responsible for advising the Executive Director on special or emerging issues or opportunities that may affect Denver's communities.
