Denver Opioid Abatement Council (DOAC)

The DOAC was created to oversee the procedures by which Denver may request opioid settlement funds from the Colorado Opioid Abatement Council (COAC) and administer those funds within Denver. The Council facilitates the flow of Opioid Funds according to its 2-year plans and for their intended, approved purposes, as defined in the Colorado memorandum of understanding (MOU). The Council facilitates the flow of funds that are allocated to Denver through its regional and local shares. The Council is also responsible for providing the COAC with annual expenditure data.

DOAC Membership

The DOAC consists of 11 voting and 3-8 non-voting members appointed by the Mayor of Denver. The Mayor appoints members from the following Denver agencies and offices:

Voting Members:

  • 2 representatives appointed from Department of Public Health and Environment
  • 1 representative from Denver Human Services
  • 1 representative from the Department of Housing Stability (HOST)
  • 2 representatives from Department of Public Safety, which may or may not include a representative from Denver County Sheriff’s Department
  • 1 representative from Department of Parks and Recreation
  • 1 representative from Mayor’s Office
  • 1 representative from Denver City Council, as recommended by the President of the City Council
  • 1 representative from Denver District Attorney’s Office
  • 1 representative from Denver County Court

Non-voting Member can be representatives from the following categories:

  • Representatives from behavioral health providers
  • Representatives from health care providers
  • Recovery/treatment experts
  • Other county or city representatives
  • A representative from the Attorney General's Office
  • Community representative(s), preferably those with lived experience with the opioid crisis.
  • Harm reduction experts
