INTRODUCTION

The City and County of Denver (the "City"), through the Agency for Human Rights & Community Partnerships (HRCP), is inviting proposals from qualified nonprofit organizations and faith-based communities to deliver Residential and Nonprofit Energy Efficiency Services. The contract term will begin on March 1, 2025 (subject to any contract violations) and will run through December 31, 2026.

BACKGROUND

Energy costs can significantly strain the budgets of both low-income households and nonprofit organizations. These high costs often force individuals and organizations to divert funds from other essential needs in order to cover energy bills. The Energy Efficiency Services Program aims to mitigate these financial burdens by offering energy audits, upgrades, and educational resources to both residents and nonprofit organizations. These initiatives help foster a culture of long-term sustainability by promoting social equity, resource efficiency, and responsible energy use across the community.

Since 2007, HRCP’s Energy Efficiency Program (previously the Denver Office of Nonprofit Engagement) has managed approximately $2 million annually as part of Xcel Energy’s Franchise Agreement with the City and County of Denver. By city ordinance, HRCP oversees these funds under the guidance of the Facilities and Energy Efficiency Advisory Board, which includes representatives from the nonprofit, for-profit, and government sectors.

The Energy Efficiency Program is designed to lessen the impact of high energy bills on organizations and individuals facing energy burdens. It does so by providing various solutions, including energy audits, upgrades, and education. These efforts are part of a broader goal to promote energy equity, sustainability, and community well-being through responsible and efficient energy use.

Funding is typically allocated to several nonprofit organizations that provide energy efficiency services to low-income individuals and nonprofit entities. Local nonprofit organizations and faith-based communities offering energy efficiency programs and services are encouraged to submit proposals.


BUDGET

The annual budget allocates $600,000 for Residential Energy Efficiency Services and $400,000 for Nonprofit Energy Efficiency Services. Furthermore, $900,000 is designated each year for energy education, navigation, and assistance initiatives. Up to $50,000 is also available annually for the development of the Save Green Be Green conference, enabling partnerships between nonprofits and faith communities in various capacities.

This funding may be granted in full to a single applicant or divided into smaller awards for multiple applicants.


SUBMITTAL PROCESS

The city is collaborating with Rocky Mountain E-purchasing System (BidNet®) in the advertisement and facilitation of this Request for Proposals (RFP). It is a requirement of this bid that interested parties familiarize themselves and register with BidNet®; proposer/contractors who do not register may be considered non-responsive.

Registration with BidNet® is available at NO CHARGE and allows proposers access to view governmental bids posted on BidNet®; they offer an additional notification service option with an associated fee. It is the responsibility of the proposer/contractor to evaluate and select the service option of their choice.
