The Denver Human Rights & Community Partnerships (HRCP) Aging Division strives to empower older adults living in Denver with programs and services that enhance their safety, dignity, and independence. Through strong community partnerships and outreach, unwavering advocacy, and ongoing education, we work to make Denver an inclusive and accessible community for our aging population.

Meet the Team

Olga Garcia, Director

Olga Garcia is the Director of HRCP Aging Division. She is passionate about serving her community.

Olga earned a master’s degree in Applied Communications from the University of Denver, a BA in Media Communications from the University of Colorado at Boulder, and an Executive Certification from the John F. Kennedy School of Government at Harvard.

Along with extensive community volunteerism, Olga has led Diversity, Equity, and Inclusion efforts at Denver Health Medical Center, MillerCoors and other public and private sector organizations.

Susana Ramirez, Program Manager

Portrait of Susana Ramirez Susana Ramirez is Program Manager for HRCP Aging Division, where she oversees the DenverConnect program. With a strong background in community engagement, Susana is deeply committed to supporting marginalized communities, particularly those living in poverty. Fluent in Spanish, she has dedicated her career to organizations that empower and assist those in need. Her work is driven by a profound passion for making a positive, lasting impact on the lives of others, and she continues to advocate for the well-being of underserved populations.

Ron Ojeda, Program Manager

Portrait of Ron OjedaRon Ojeda is the manager of the Consumer Financial Protection program of the HRCP Aging Division. He was charged with the development of this new initiative in 2017 to provide a hub for resident complaints on Denver-centric issues like wage theft, fair lending and fair housing, elder financial abuse, notario fraud, evictions and foreclosures. He is also responsible for policy and program development that provides protections of residents who fall victim to predatory practices of a financial nature.

Ron comes to the City of Denver after 30 years in the financial services industry where he served in the roles of Senior Vice President, Regional Manager and Vice President of Trust and Investment Management bank divisions. During his career as a series 7, 65 and 24 licensed investment and financial service professional, he developed new clients raising assets of more than $250 million, as well as created alternative investments and a wealth management division within a trust and investment management division of a bank holding company. His transition to his current role was derived from his passionate work with victims of Elder Financial Abuse in financial services.

Ron has successfully created a coalition of government agencies and nonprofit organizations including the Colorado Attorney General’s office, Denver District Attorney, Department of Regulatory Agencies, Colorado Department of Labor and Employment, Denver Police Department, Denver Auditor’s Office, Toward’s Justice, unions and other advocacy organizations to coordinate resources and best practices to assist victims of consumer financial fraud especially in our at-risk populations.

Brandon Gibson, Navigation Supervisor

Portrait of Brandon Gibson Brandon Gibson is the Navigation Supervisor for the Consumer Financial Protection program of the HRCP Aging Division where he manages a new, cross-functional and multi-faceted complaint intake system.

With more than 15 years of experience in exemplary customer service and case management, Brandon joined the Consumer Financial Protection program to bring his expertise in advocacy, team collaboration and community engagement to empower and support Denver’s residents. Brandon is a Colorado native who loves the outdoors and spending time with his family.

Athena Vigil, Financial Navigator

Athena Vigil is a proud first-generation Mexican American and third-generation Indigenous woman, born and raised in Colorado. With over 20 years of experience in customer service in the for-profit sector, Athena made a decisive shift to the non-profit sector four years ago. This transition opened her eyes to the power of personal coaching, and she eagerly embraced the opportunity to be part of something transformative.

Fluent in both English and Spanish, Athena has effectively connected with individuals who face language barriers, ensuring they receive the support they need. Currently, she serves as a financial navigator for the Consumer Financial Protection program of the HRCP Aging Division, where she applies her extensive knowledge and skills to make a meaningful impact. This role has allowed her to forge valuable connections and continuously expand her expertise.

Athena is thrilled to be part of HRCP, an organization committed to empowering the citizens of the City and County of Denver. She believes that, together, they are driving change and making a difference in their community.
