The HRCP Access for All Division advances equity and accessibility for Denver residents across the disability spectrum, with a strong focus on the Deaf and hard of hearing community, disability rights, and anti-discrimination. The division works proactively to remove barriers and expand access to city programs, resources, and activities.

Meet the Team

Jeff Erlacher, Director

Jeff Erlacher's Headshot with a green background

Jeffrey Erlacher brings to HRCP more than 17 years of experience in instructional design, program management, and community consultation, with a career dedicated to advancing accessibility, disability rights, and equitable program design. He has led the development of nationally recognized curricula and training programs, advised government and nonprofit partners on Title VI and ADA compliance, and championed universal design and inclusive engagement practices.

Erlacher's work is grounded in both professional expertise and lived experience, including long-standing advocacy within the disability community. As the HRCP Access for All Division Director, he leads the agency’s efforts to advance accessibility, non-discrimination, and full participation across city programs and services. 

Leah Huffer-Solomon, ADA Program Access Administrator

Leah is a Colorado native and grew up in what is now called Centennial. She graduated from Metropolitan State College of Denver with a BA in Leisure and Education Services with an emphasis in Therapeutic Recreation. She has been a Certified Recreation Specialist for the past 25 years and has worked for the City and County of Denver for 21 years for the Adaptive Recreation Division. She brings experience and knowledge of working with people of all walks of life and varied ability levels. She believes providing guidance, mentorship and education will assist in expansion of inclusion and accessibility in all aspects of a community. Leah enjoys yoga, skiing, gardening, puzzles, cooking, and dancing.

 

Luke Wheeland, Title II ADA Coordinator

Luke is a Colorado native, born and raised in the Denver metro area. Luke graduated from Colorado State University with a bachelor’s degree in Sociology. Post college, he immediately started working in the field of intellectual and developmental disabilities (IDD). Luke has 20 years of professional experience in operations, leadership, project management, and customer service and support. Luke has worked in many facets of the intellectual and developmental disabilities world. While in the disability field, Luke has learned and seen firsthand that when give the opportunity for growth peoples abilities shine and together can achieve so much. Luke enjoys golfing, sports and spending time with his family and friends.

Dallas McCarthy, Program Administrator - Deaf & Hard of Hearing Services

Dallas McCarthy is a Program Administrator for the HRCP Access for All Division, focused on Deaf and hard of hearing services. Dallas grew up in the rural area in Southwest Iowa. He graduated from the Rochester Institute of Technology (RIT) with a bachelor's degree in business management then moved to Denver, CO to begin his career journey in 2006 as a coordinator, director, sales/marketing, and entrepreneur/venture capitalist. 

In his spare time, Dallas enjoys outdoor activities such as camping, hiking/backpacking, off-roading, and hunting. Dallas enjoys exploring new trails, soaking in breathtaking views, and discovering hidden gems off the beaten path. Dallas also loves to travel, especially with family.

Mere Worthley, Staff Interpreter

Originally from Sarasota Florida, Mere first started learning ASL in high school as a language elective. It wasn’t until a few months before graduation, their ASL Teacher approached Mere to suggest they become an interpreter, and they pivoted to start their first Interpreter Training Program in Tampa Florida, at Hillsborough Community College. Two years later, they started the application to transfer to Gallaudet University in Washington, DC. While attending Gallaudet, Mere was a part of the Gallaudet Dance Company and worked at the Department of Public Safety where they issued student IDs and parking passes to each student on campus every year. After a year as a HUG (Hearing Undergraduate), they were accepted into Gallaudet’s BAI (B.A. in Interpreting) Program. While a student in the BAI program, Mere supported their cohort by creating a means to schedule last-minute pro bono interpreting requests for student interpreters. This blossomed their passion for scheduling in the interpreting field.

Mere moved to Colorado in 2020 and interned with HRCP Deaf and Hard of Hearing Services as a student interpreter, until the pandemic hit. Mere virtually graduated Magna Cum Laude from Gallaudet University and found opportunities working in VRS, as well as scheduling for local agencies. In their free time, Mere enjoys sitting in the sun (reminiscent of the houseplants they keep), going dancing with friends, roller skating, and playing video games.

Cameron Baer, Program Coordinator - Deaf & Hard of Hearing Services

Cameron Baer

Cameron is a proud Colorado native, has been Deaf since birth and uses American Sign Language (ASL) as his first language. With nearly three years of experience as an interpreter scheduler for two different interpreting agencies, he brings strong organizational skills and a valuable perspective on the Deaf community to his work. In his free time, Cameron enjoys skiing in the mountains, going on camping adventures and spending quality time with his loved ones. He is thrilled to be part of the HRCP team and looks forward to contributing to its work and impact on Deaf individuals living in the City and County of Denver.
