Survey Control for City Projects

Design Phase

1)   Survey Control Diagram

  • A Survey Control Diagram shall be prepared as part of the Design phase of all Capital Improvement Projects and shall be included within the planset. Plans which do not include a Survey Control Diagram will be denied in the review process.
  • This work consists of a “Diligent Search” for and recovery of Survey Control monuments from which the Right of Way (ROW) or any Land Boundary can be determined, lying within the area of project influence.
  • Information describing a “Diligent Search” for City and County of Denver (CCD) Range Points and accessories can be found on the City Surveyor’s web page at Guidelines and Requirements for Range Points.
  • The Survey Control Diagram shall be reviewed by the City Surveyor and when approved shall be deposited with the City and County of Denver in conformance with State Statutes.

2)   Survey Control includes but is not limited to:

  • CCD Range Points and accessories
  • Public Land Survey System (PLSS) monuments and accessories
  • ROW monuments
  • Property boundary monuments and offsets
  • Benchmarks
  • Easement monuments
  • Other monuments that are required by law or regulation to be established and recorded by a Professional Land Surveyor (PLS).

3)   We strongly encourage Survey Control Diagrams incorporate CCD Local Projection Coordinate System

4)   CCD Range Points

  • All recovered Range Points shall be enclosed in a Range Box, which is brought to grade.
  • All obliterated Range Points within the project influence shall be reestablished, properly monumented and enclosed in a Range Box.
  • If it’s determined that during construction, any recovered or reestablished Range Point position or other Survey Control positions may be in danger, a temporary point may be set per Guidelines and Requirements for Range Points and shown on the Survey Control Diagram with coordinate locations for all found or set Survey Control monuments.

5)   The Capital Improvement Project planset

  • Include found Survey Control symbols and reference numbers on all plan sheets where they appear.
  • Include Revisions of Sections 625 and 629 in the Plan Specifications. Revised Section 629 shall be specifically revised to include a detailed list of the monuments to be upgraded and/or set, per the Survey Control Diagram.
  • The following notes need to be added to the General Notes for Surveying:

Surveying

1. PRIOR TO BEGINNING WORK ON THE PROJECT, THE CONTRACTOR’S SURVEYOR SHALL PERFORM A SURVEY TO VERIFY ALL SURVEY CONTROL POINTS, CITY OF DENVER RANGE POINTS, SECTION CORNERS, AND BENCHMARKS AS SHOWN ON THE SURVEY CONTROL DIAGRAM. THE CONTRACTOR SHALL BE RESPONSIBLE FOR REPLACING ALL SURVEY CONTROL MONUMENTS DISRUPTED BY CONSTRUCTION ACTIVITIES OR BY NEGLIGENCE ON THE PART OF THE CONTRACTOR. THE CONTRACTOR IS REQUIRED TO FOLLOW COLORADO STATE LAW REGARDING SURVEY CONTROL MONUMENTS. THE CONTRACTOR SHALL RETAIN A COLORADO LICENSED PROFESSIONAL LAND SURVEYOR TO RESET ANY AFFECTED SURVEY MONUMENTS. THIS WILL NOT BE PAID SEPARATELY BUT SHALL BE INCLUDED IN THE WORK UNLESS SPECIFIED OTHERWISE IN SECTION 629. FOR FURTHER INFORMATION CONTACT:

2. AFTER COMPLETION OF THE PAVING OPERATIONS, THE CONTRACTOR SHALL REPLACE TEMPORARY RANGE POINTS WITH PERMANENT RANGE POINT MONUMENTS AND RANGE BOXES AT THE LOCATIONS AS INDICATED ON THE SURVEY CONTROL DIAGRAM. SEE POINT NOS. XX, XX, XX, AND XX (XX TOTAL). MONUMENTS SHALL MEET CURRENT CITY AND COUNTY OF DENVER STANDARDS. SEE SECTION 629 OF THE SPECIAL PROVISIONS FOR MORE INFORMATION.

3. A FINAL SURVEY CONTROL DIAGRAM SHALL BE PREPARED SHOWING ALL MONUMENTS ESTABLISHED OR REPLACED BY THE PROJECT AND SHALL BE DEPOSITED WITH THE CITY AND COUNTY OF DENVER IN CONFORMANCE WITH STATE STATUTES. MONUMENT TIE OUT SHEETS SHALL BE PREPARED FOR ALL RANGE POINTS WITHIN THE PROJECT AND SENT TO THE CITY SURVEYOR.

4. ANY PERSON WHO KNOWINGLY REMOVES, ALTERS, OR DEFACES ANY PUBLIC LAND SURVEY MONUMENT AND/OR BOUNDARY MONUMENT OR ACCESSORY, COMMITS A CLASS TWO (2) MISDEMEANOR PURSUANT TO C.R.S. SECTION 18-4-508.

5. ALL STATIONS AND OFFSETS SHOWN ON THE PLANS ARE TO THE CONTROL LINES UNLESS OTHERWISE NOTED. THE USE OF CONTROL MONUMENTS FOR CONSTRUCTION STAKING OTHER THAN THOSE SHOWN ON THE PLANS OR APPROVED BY DOTI IS PROHIBITED, AND USE OF SUCH MONUMENTS IS AT THE CONTRACTOR’S SOLE RISK.

Construction Phase

The intent is to provide continuous protection and perpetuation of found “Survey Control” monuments within the construction area of influence. The Contractor is required to follow Colorado State Law regarding “Survey Control” monuments. The Contractor shall retain a Colorado Professional Land Surveyor (PLS) to reset any affected “Survey Control” monuments. This will not be paid separately but shall be included in the work unless specified otherwise in Revised Section 629.

1)    “Survey Control” includes but is not limited to:

  • City and County of Denver (CCD) Range Points and accessories
  • Public Land Survey System (PLSS) monuments and accessories
  • Right of Way (ROW) monuments
  • Property boundary monuments and offsets
  • Benchmarks
  • Easement monuments
  • Other monuments that are required by law or regulation to be established and recorded by a Professional Land Surveyor (PLS).

2)    Refer to design phase Survey Control Diagram.

3)    For all “Survey Control” monuments within the area of influence, in potential danger of being damaged or destroyed due to construction, we require those monuments be tied out with a steel tape, and subsequently reestablished from those ties, again using a steel tape, after construction.

4)    All reestablished CCD Range Points will require a new/updated Range Point Tie Sheet, sent to the CCD Survey Reviewer (see #7 below) for approval. See Guidelines and Requirements for Range Points:

5)    Prepare a Survey Control Diagram detailing all found “Survey Control” monuments. Describe monument types and label those you have reestablished/reset. Send to CCD Survey Reviewer (see #7 below) for approval.

6)    Upon approval from CCD Survey Reviewer, File/Deposit Survey Control Diagram per C.R.S. 38-50-101.
