West Colfax Program of Projects

The West Colfax Area Program of Projects is a collection of planning, design and infrastructure improvements to be constructed to enhance the West Colfax corridor bounded by 6th Avenue to the South, 17th Avenue to North, Sheridan to the West and I-25 to the East (see map below). The Denver Department of Transportation & Infrastructure (DOTI) is committed to ensuring that the voices of the community are heard at each stage of planning, design, and construction and to facilitate communication and collaboration with the community.

To strengthen its community connections and to be better able to respond to the many questions the projects will generate regarding coordination, alignment, and sequencing, DOTI is creating the West Colfax Area Community Advisory Group.

What Is the West Colfax Area Community Advisory Group (CAG)?

The West Colfax Area CAG is intended to convene a diverse group of community members who represent various interests, including (but not limited to) residents, business and property owners and operators, registered neighborhood organizations (RNOs), schools, faith-based groups, community-based alliances, community leaders, and non-profit organizations operating within the West Colfax Corridor.

CAG members will work collaboratively with City and County of Denver officials to ensure that input from the community is represented in the CAG’s discussions with DOTI representatives and that information about all the projects is shared community wide.

The CAG will convene periodically for several years, throughout the life of the West Colfax Area Program of Projects.  CAG members should expect to serve for at least two years and participate in recruitment of future members as needed.

Colfax & Federal Interchange Transformation Study

Project Overview

Both the City and County of Denver (CCD) and the Colorado Department of Transportation (CDOT) recognize the opportunity at the Colfax and Federal Interchange to reevaluate the current configuration and develop a design that maximizes network opportunities and future land use efficiency.

The purpose of the City and County of Denver Colfax and Federal Interchange Transformation Project (“Transformation Project”) is to build out the understanding of technical factors, including the interchange configuration, improving the transportation network for all users, stormwater requirements and possibilities, and evaluate the scenarios that best connect to the vision, goals, recommendations and strategies from previous citywide and area specific plans.

Many people in the community want to know, What makes this study different than all of the previous planning and transportation work done before?  The difference between this study and the previous is one, is that Denver and CDOT are analyzing the possible transformation of the Federal and Colfax interchange with an integrated viewpoint, ensuring that the infrastructure for both stormwater and transportation mobility are addressed to allow for development and a connected system into the existing neighborhoods and the future of the Stadium District.

West 8th Avenue Over South Platte River Bridge Replacement

Project Overview

The City and County of Denver plans to remove and replace the existing 8th Avenue Bridge over the South Platte River. The 92-year-old bridge has exceeded its design life and needs to be replaced to ensure traveler safety and multimodal mobility. In addition, the existing bridge only accommodates vehicles despite the growing need to accommodate pedestrians and bicyclists.

The $10.8 M project is being funded through the Elevate Denver bond program (approved by voters in 2017). This critical project will enhance and modernize the transportation infrastructure in the area by adding a bridge with wider travel lanes, an additional eastbound through travel lane, and multi-use sidewalks on both sides of the bridge. Connections to the South Platte River Trail will be enhanced to provide an important regional link for recreation and commuting.

West Colfax Pedestrian Crossing & Transit Improvements Project

Project Overview

The Denver Department of Transportation & Infrastructure (DOTI) will construct improvements on West Colfax between Sheridan and Irving Streets to benefit the overall safety of pedestrians. Additionally, improvements will be added to benefit the speed and reliability of transit service on the corridor.

West Colfax Avenue was identified as a part of the high-injury network in the Vision Zero Action Plan. The high-injury network contains corridors with the highest percentage or serious injuries or fatal crashes. The pedestrian safety improvements are aimed at reducing crashes on the corridor and improving safety.

NPI West Area Plan

West Planning Area Overview

The West Planning Area is made up of these six neighborhoods: Barnum, Barnum West, Sun Valley, Valverde, Villa Park and West Colfax. The area was selected to lead Phase II of the Neighborhood Planning Initiative because it has some of the oldest neighborhood plans and has experienced rapidly increasing housing costs. There are also several important city-led efforts underway in the area, including Elevate Denver pedestrian safety improvements for Federal Boulevard and West Colfax Avenue, ongoing construction of Paco Sanchez Park, the Stadium District Master Plan, Meow Wolf, and early phase construction on the Sun Valley Eco-District.

West Denver Safer Streets

Projects Overview

Denver residents decided on a vision for the City’s complete bikeway network in 2011 (Denver Moves: Bicycles), and confirmed that vision in 2019 (Blueprint Denver). These plans outline where and what types of bikeways Denver should install to create a complete, connected, safe, and comfortable bikeway system in Denver.

The voter-approved Elevate Denver Bond Program allocated funding to bring new bikeways to multiple West Denver corridors.  Most of these facilities will be high comfort bikeways – including neighborhood bikeways and protected bike lanes.  These bikeways provide high comfort connections to key destinations throughout the city, and help us to realize the community’s vision for a healthier and more vibrant city.

Federal Boulevard BRT

Project Overview

The transit study and alternatives analysis will advance the corridor vision by identifying and analyzing transit options along the Federal Boulevard corridor within the City and County of Denver. Denver Moves: Federal will identify and evaluate transit options and determine how enhanced transit can better serve the communities that make this corridor such a vibrant and multi-faceted place.

What is an Alternative Analysis? An alternatives analysis is the next step in the process from planning to implementation. It involves evaluating costs, benefits, and impacts of potential transit options. Denver Moves: Federal will build on a combination of past and ongoing mobility, land use, and community plans and studies that include Federal Boulevard within the City and County of Denver. Our team will work with stakeholders to identify, evaluate, and narrow the range of potential options for high capacity transit along the Federal corridor from Floyd Avenue to 52nd Avenue.

What is high capacity transit? High capacity transit provides more frequent and reliable service that links important activity centers. It may include features, such as level boarding of transit vehicles (no stepping up or down), separated/ dedicated transit lanes, unique branding identifying where the line is going to, and service that runs more often.

Vision Zero Improvements

Vision Zero Overview

We need to make Denver's streets safe for everyone — no matter where they live in the city, no matter their means and no matter their choice to walk, bike, drive or take transit.

Traffic deaths and severe injuries are unacceptable and preventable, and safety must be the most important consideration for every Denver street.

Our goal: Zero traffic-related deaths and serious injuries by 2030.

West Colfax / Villa Park NTMP

Project Overview

The West Colfax and Villa Park neighborhoods were selected as the next two neighborhoods to go through the NTMP Action Plan collaboration process. The West Colfax and Villa Park neighborhoods are just west of downtown Denver, spanning from Federal Blvd to the east, Sheridan Blvd to the west, 17th Ave/19th Ave to the north, and 6th Ave to the south.

The West Colfax and Villa Park Action Plan:

  • Identified and will deliver specific, near-term transportation and mobility enhancement projects;
  • Identified and will deliver operational improvements such as 4-way stops, daylighting intersections by pulling parking back from the intersection, installing crosswalks, installing signage; and,
  • Identified longer term actions that can be delivered through future projects.

The NTMP will collect and gather community feedback and ideas on neighborhood transportation priorities, issues, and enhancements which will inform the neighborhood-scale projects.

The West Colfax and Villa Park NTMP will be coordinated with City and County of Denver mobility projects underway in the neighborhood, including multimodal improvements as part of the city's bike implementation program, and the West Neighborhood Planning Initiative (NPI).
