E. Tennessee Ave. and S. Oneida St. Stormwater Project

The City and County of Denver is planning stormwater pipe and infrastructure improvements beginning at Lollipop Lake in Garland Park and the Cherry Creek waterway and ending at E. Tennessee Avenue and S. Oneida Street. The goals of this project are to decrease property damage due to local flooding; increase pedestrian and driver safety during storm events; and improve water quality for stormwater runoff into Lollipop and Cherry Creek.

This storm drain infrastructure is being built in four phases, beginning at the "downstream" end of stormwater flow (Lollipop Lake in Garland Park and the Cherry Creek waterway), continuing along Mississippi Avenue to the "upstream" end at E. Tennessee Avenue and S. Oneida Street.

Project Phases

  • Phase 1: Work consisted of replacing the existing outfall at Lollipop Lake. This phase was completed in 2023.
  • Phase 2: Construction is now complete from Mississippi Avenue and S Kearney Street to the east side of S Monaco Parkway on Mississippi Avenue. Initial work involved relocating a sanitary sewer line along Mississippi Avenue between Leyden Street and Monaco Parkway to provide room for the concrete box culverts for the drainage system. Some landscaping/irrigation tasks remain.
  • Phase 3: Work will pick up on Mississippi Avenue east of S Monaco Parkway and continue east to S Oneida Street. We expect construction to begin during the first quarter of 2026. As we get closer to the work, project updates will be provided with outreach events for City Council, RNO's, HOA's, businesses, property owners, residents and the general public.
  • Phase 4: When funding is secured, Phase 4 will be the final phase of this project. The project will run up S. Oneida Street to approximately 300' north of Tennessee.

What to Expect During the Work

  • Work hours are Monday through Friday from 7:00 a.m. to 7:00 p.m. Saturday work will take place intermittently through completion.
  • Various road closures of Mississippi Avenue and Oneida Street.
  • On-street parking restrictions along Mississippi Avenue and Oneida Street.
  • Turn restrictions and access changes on neighborhood streets.
  • Work operations within the City's right-of-way, close to homes. Environmental protection operations will be in place.
  • Driveways and housing access will remain accessible throughout work, although alternate access routes may be required.
  • Temporary RTD Route changes — updates to RTD impacts will be posted on this page as we get closer to the work.
