E. Tennessee Ave. and S. Oneida St. Stormwater Project / Phase 3

This City and County of Denver wastewater project brings stormwater pipe and infrastructure improvements to the neighborhood. The project, which is divided into four separate phases, began at Lollipop Lake in Garland Park and the Cherry Creek waterway, and will end at E. Tennessee Ave. and S. Oneida St. Phases one and two have been completed. The goals are to mitigate property damage due to local flooding, increase pedestrian and driver safety during storm events, and improve water quality for stormwater runoff into Lollipop and Cherry Creek.


Phase 3 Construction Updates

Due to some required permitting, the work is now scheduled to begin in early July. We will continue to keep you posted on the timeline.

Where

Work on this third phase will continue on E. Mississippi  Ave., immediately east of S. Monaco St. Parkway , and continue east to S. Oneida St.

When

The work will begin in late June 2026 and may take up to 9 months. 

Anticipated Travel & Pedestrian Impacts

• We will work closely with all residents to make these impacts as manageable as possible.

• There will be a full closure of E. Mississippi  Avenue in four traffic closure segments; however, crews will only occupy two traffic closure segments at a time.  (See map below)

 • There will be on-street parking restrictions along E. Mississippi  Avenue and S. Oneida Street. Housing access will remain accessible throughout the work, although alternative parking and alternate access routes will be required.

• Some garages facing the work zone will be affected.

• Pedestrian access will be maintained. 

• Vehicle detours will be set up around the active work area. 

• Work hours are Monday through Friday from 7:00 a.m. to 7:00 p.m. Saturday work will take place intermittently through completion.

Project Phases

Phase 1: Work consisted of replacing the existing outfall from Lollipop Lake to Cherry Creek, a new outfall into Lollipop Lake, construction of a water quality vault in S Kearny St, and installation of a new 8’ X 7’ pre-cast concrete box culvert from the new Lollipop Lake outfall to the intersection of S. Kearney St. and E. Mississippi  Ave. This phase was completed in 2023.

Phase 2:  Work consisted of relocating the existing 8” sanitary main on E. Mississippi  Ave. from S. Leyden St. to S. Monaco St. Parkway , installation of new 8’ X 7’ pre-cast concrete box culvert on E. Mississippi  Ave. to S. Monaco St. Parkway , the lowering of a Denver Water 72” conduit in S. Monaco St. Parkway  and new inlet structures, asphalt paving and ADA ramps on E. Mississippi  Ave. from S. Kearney St. to S. Monaco St. Parkway .  This phase was completed in 2025.

Phase 3: Work will consist of relocating the existing 8” sanitary main on E. Mississippi  Ave, installation of the new 8’ X 7’ pre-cast concrete box culvert from S. Monaco St. Parkway  to S. Oneida St., new inlet structures, associated Denver Water service and main relocations/lowerings, new asphalt paving on E. Mississippi  Ave. from S. Monaco St. Parkway  to S. Oneida St., new concrete curb/gutter, sidewalk, driveway cuts on the south side of E. Mississippi  Ave. from S. Monaco St. Parkway  to S. Oneida St., and new ADA ramps at the intersection of E. Mississippi  Ave. and S. Oneida St. Phase 3 is scheduled to begin in June 2026.

Phase 4: When funding is secured, Phase 4 will be the final phase of this project. The project will continue on S. Oneida St. from E. Mississippi  Ave. with installation of a new 8’ X 7’ pre-cast concrete box culvert for about 300’ on S. Oneida St., transitioning to a 10’ X 5’ pre-cast concrete box culvert up to approximately 300' north of the S. Oneida St. and E. Tennessee Ave. intersection. Start date TBD.
