E. Tennessee Ave. and S. Oneida St. Stormwater Project / Phase 3
This City and County of Denver wastewater project brings stormwater pipe and infrastructure improvements to the neighborhood. The project, which is divided into four separate phases, began at Lollipop Lake in Garland Park and the Cherry Creek waterway, and will end at E. Tennessee Ave. and S. Oneida St. Phases one and two have been completed. The goals are to mitigate property damage due to local flooding, increase pedestrian and driver safety during storm events, and improve water quality for stormwater runoff into Lollipop and Cherry Creek.
WATER OUTAGES/NOTIFICATIONS
Several water service and fire hydrant lines will need to be raised for box culvert installation, resulting in 8-hour neighborhood-wide service disruptions. Phase 3 Construction Updates
CONSTRUCTION UPDATE — OCTOBER 16, 2026
STATUS
Weather was a factor this week. The crew suspended work on Wednesday and Thursday in order to minimize erosion and sediment track out. This is a requirement of the State of Colorado and City of Denver Erosion Control Permits. Box culvert installation will continue next week with some planned fire hydrant work that will affect water services; see below. The crew will also begin inlet excavation, which will affect the south sidewalk. A permanent closure of that sidewalk will go into effect as that inlet work begins. Please use the north sidewalk when possible and follow pedestrian detour signs.
Please remember that weather or unforeseen issues may affect our work schedule.
TWO WATER OUTAGES SCHEDULED FOR NEXT WEEK
There are (2) water service lines that are planned to be raised for box culvert installation next Tuesday (10/20). These service lines provide water for each condo building, and the resulting 8-hour service disruptions will affect two buildings at a time. If your condo building will be affected, you will receive a notification letter on your door 48 hours in advance of the water service disruption.
The planned 8-hour neighborhood-wide water service disruption is now scheduled for Wednesday (10/21). This water service disruption will only affect the Park Monaco and Club Monaco communities. These service disruptions are necessary to raise a fire hydrant line during the ongoing box culvert installation. All affected residents will be notified via email 48 hours in advance.
TRAVEL + PEDESTRIAN IMPACTS
E. Mississippi Ave. is closed from S. Monaco Street Pkwy to S. Oneida Street. It is open to local traffic only from S. Oneida Street up to S. Niagara Street. There is no access to S. Niagara Street from E. Mississippi Ave.
In anticipation of the upcoming new storm sewer inlet construction, the closure of the south sidewalk along E. Mississippi Ave. will permanently go into effect next week. Please use the north sidewalk as a detour.
SAFETY ON THE SITE
Since space is a bit tight right now, please keep an eye on your surroundings when you are out walking. Also, please remember to stay at least 10 feet back from the safety fencing. Thank you for helping us keep the site safe!
PARKING RESTRICTIONS
Parking is prohibited in the materials storage area east of the safety fencing. Thank you for respecting all parking restrictions on the site.

Anticipated Travel & Pedestrian Impacts
• We will work closely with all residents to make these impacts as manageable as possible.
• There will be a full closure of E. Mississippi
Avenue in four traffic closure segments; however, crews will only occupy two traffic closure segments at a time. (See map below)
• There will be on-street parking restrictions along E. Mississippi
Avenue and S. Oneida Street. Housing access will remain accessible throughout the work, although alternative parking and alternate access routes will be required.

• Vehicle detours will be set up around the active work area.

Phase 1: Work consisted of replacing the existing outfall from Lollipop Lake to Cherry Creek, a new outfall into Lollipop Lake, construction of a water quality vault in S Kearny St, and installation of a new 8’ X 7’ pre-cast concrete box culvert from the new Lollipop Lake outfall to the intersection of S. Kearney St. and E. Mississippi
Ave. This phase was completed in 2023.

Phase 3 Public Meeting Questions and Answers
Community Meeting / June 9, 2026 Questions + Answers
- There are two garages and two carports at 6750 East Mississippi, and after East Mississippi Avenue, that empty out directly onto Mississippi. Will those be accessible during construction and what should those tenants do? Is there a plan for 6750?
You won't be able to access your driveway or your garage from East Mississippi Avenue, but we'll set up a detour using the sidewalk and some of the landscaping areas there to get you to an entrance where you can get back to Arizona. Anybody who lives at 6750, please email us and we'll just set up a meeting with you in person to talk through any questions or concerns. You will have the local access when segments one and two are closed. It'll just be once we close segments three and four.
- Will the city be policing large vehicle parking? We have a lot of semis and large commercial trucks that currently take up a lot of parking. It is not policed.
There will be no parking on East Mississippi Avenue while construction is happening for that full nine-month period. It will be “no-parked” all the way down except for those few spaces that we provide. So those trucks will have to find another place to park because of the “no-parking” signs that will be in place.
- Will you take spaces that actual resident vehicles might need?
Once the contractor gets a full closure of East Mississippi Avenue, we get what's called a right-of-way permit. We will print out copies of those permits and we'll provide those to the residents that need them. So essentially, it will cut down the number of people who shouldn’t be parking there. Each of the spaces will say “resident parking only.” We'll have to work with everybody if there are people parking there that shouldn't be. We can perhaps have them towed or moved around the corner with the tow truck. But the idea is to reserve those spaces for residents only.
- Will the sewer work have any impact on the sewer pipes that feed into it? So for instance, if the pipes for a complex are old, is there a risk that they could be damaged during the project?
No, the sanitary systems and storm sewer systems that are within the apartment complexes are on their own systems. And there's usually one tie-in point. At least for 1000 Monaco, the tie-in is on Monaco. So long story short, no. We're required to put back any existing utility that we find. So, if the apartment complexes are their own separate systems with usually one tie-in point,there shouldn't be an issue.
- Can you be more specific about who will receive parking permits when the street is torn up?
Specifically, people who are currently using East Mississippi Avenue for parking — who will not be able to use it while we have East Mississippi Avenue closed — are the ones we will be issuing permits to. So, if you are parked out there, and you know somebody else that's a neighbor that's parked out there, get in touch with us and we'll get those permits issued.
- If we have a driveway on East Mississippi Ave. and the sidewalk cuts through the driveway, will our HOA have to repave the driveway or…?
Driveway cuts are on the south side. So, if we're talking about the south side, those are the ones that will be affected by our work, and we plan on replacing all the sidewalk, curb and gutter, and driveway cuts on the south side of East Mississippi Avenue.
- How do those of us who park in garages on Mississippi request a parking permit?
We are going to provide detours to anybody who has a garage on East Mississippi Avenue, so that they can continue to park inside their garages. They're just going to have to take a small detour over either sidewalk or landscaping to get to get to where they're going. And we're working on getting HOA approval for that detour right now for 6570 Mississippi. So those who have garages on Mississippi should not need a parking permit.
- What is the start-date for phase one?
We’re calling that traffic closure segment one and two. We're looking at July 6th, pending permit approval.
- Will water be turned off at the residences at any point during the project? If so, what is the notification process?
Yes, we have five Denver Water lines to relocate. Three are hydrant lines that will require water shutdowns. The notification process is outlined by Denver Water, so the contractor will be following their notification process. It’s a 48-hour notice before any shutdowns happen and normally an 8-hour or so water shutdown timeframe. We’ll try to have the water back on before dinner time. We will be sending out water service shutdown notifications via our project email, and notices will be posted on mailbox kiosks.
- What issues do you anticipate other than parking? Have there been any other issues that have come up on the previous phases?
Parking will be the biggest impact, because having East Mississippi Avenue closed for that stretch is going to cause some issues with the surrounding traffic and traffic control. We've also been working with RTD because route 11 comes down Mississippi, so we have a detour set up for them. But as issues come up, we try to try to take them head- on and make sure that we're addressing them as quickly as possible. So, rest assured, we will work to make sure that those issues go away quickly.
