Right-of-Way Engineering Plan Review

Right-of Way Services evaluates capital projects, utility projects, and land use proposals in the public right-of-way (ROW) for compliance with City, State and Federal rules, regulations, policies, and procedures.


Engineering Plan Guidelines and Requirements

City and County of Denver Capital Projects

Capital Project Engineering Plans (CPEP) are encouraged to be submitted for 30% review, and are required to be submitted for 60% and 90% review.

Plan submittals for Capital Projects are processed by Engineering and Regulatory (ER) and distributed for department and/or agency review.

External Agency Referrals

External Agency projects that impact City and County of Denver Right-of-Way Infrastructure.

External Project PM should reach out to City PM for project coordination and review referral login.  If there is no City contact, email DOTI.Strategic@denvergov.org.

Utility Plan Review (UPR)

Public service utilities, such as water, gas, electric and cable/communications, that are not owned by the City and County of Denver must submit plans for review and approval.

Small Cell Infrastructure

Small Cell facilities are low-powered antennas that provide cellular and data coverage to smaller geographic areas, supplementing the larger cellular network and improving service for wireless customers. Cellular companies must submit small cell facility plans for review and approval.

Land Use - Encroachments, ROW Vacations & Easement Relinquishments

Property owners must obtain an Encroachment Permit prior to placing their privately owned facilities in the right-of-way. See Encroachments - DOTIPT-105 for Encroachment permit submittal information and resources.
