Affordable Housing Prioritization Program

The Affordable Housing Prioritization Program is offered to:

• Households with one or more members that were displaced from their Denver residence any time after the year 2000
• Denver households vulnerable to displacement
• Households with a direct family member that was displaced from Denver between 1939-2000

Vulnerable to Displacement means a member of the household: 

• Who is or was rent or mortgage burdened;  
• Who is or was required to move from a rental unit because the property owner is selling or has sold the rental unit;  
• Who is or was required to move from a rental unit because the owner is moving into the unit;  
• Who is being or has been evicted without cause or for nonpayment of rent;  
• Whose primary residence is subject to a foreclosure proceeding or whose primary residence was sold pursuant to a foreclosure sale;  
• Whose primary residence requires or required costly repairs to address property code violations;  
• Who is or was a resident of a redlined neighborhood; or whose primary residence is being or was taken through eminent domain.

What is the Affordable Housing Portal? 
The Department of Housing Stability (HOST) established the Affordable Housing Portal, where individuals can apply for prioritization status and access units. The portal provides listings of vacant affordable housing units throughout Denver, including prioritized and non-prioritized units. 

How can I list my affordable property on the portal?"  
HOST staff reaches out to all properties that are subject to the ordinance and required to list prioritized units. Instructions and assistance are provided for listing prioritized units.  

All income-restricted properties can voluntarily list available units via the portal. To start your listing, simply go to the portal to sign up as a HOST Partner user.

Tenant/Homebuyer Application Process 

How do I apply? 
To apply for prioritized status, simply go to the portal and select “Priority Sign up” to complete and submit an application. 

What information do I need to have to complete the application? 
The application for individuals includes a series of displacement vulnerability questions. Evidence of statements, in the form of documentation, is requested. Documents may include eviction or non-renewal notices, landlord correspondence, financial records documenting excessive housing costs, lease, mortgage statement, property records. Other records that might be needed include SSI documents, VA disability documents, and records showing past residence at a Denver address. 

Is there an application fee?  
No, there is no cost to apply for prioritized status. However, applicants must also income-qualify and meet other screening criteria for housing placement.  

How are applications for prioritized units scored? 
Scoring is awarded based on application responses and subsequent review of application by HOST staff. Scoring criteria is defined in the Rules and Regulations and is as follows: 

What should I expect after I apply?  
HOST staff will review submitted applications and supporting documents. Following review and scoring, a confirmation email with a user id and password link is provided, so that individuals can access the portal and begin applying for any available homes.  

My contact information or household size has changed. What do I do?  
Users can make changes to their profile after initial application. Simply log into the portal and select the profile icon to make any edits and/or additions. 

Can I get a paper application?   
While paper applications are not offered, HOST staff are available to assist individuals with submitting applications. HOST can provide computer access and guidance for completing an application. For more information, contact HOSTPrioritization@denvergov.org. 

I do not live in Denver. Can I still apply?  
Yes – current residency in Denver is not required in order to apply.
