Project Background

In 2022, a small area plan(PDF, 41MB) was proposed for the development of the privately owned 155-acre Park Hill Golf Course. This plan included extensive community outreach and a clear vision for the neighborhoods surrounding this space. In 2023, the Denver community voted to retain this golf course as open space. More recently, in 2025, the City and County of Denver will make its largest ever single acquisition of private property to become an urban park with the purchase of Park Hill Golf Course. As Denver Parks and Recreation partners with the community on the vision for the park, a concurrent effort will occur to talk about the vision for the future of the community as a whole. This effort will occur in two phases:

Phase 1: Park Hill Action Plan

The action plan (surfaced from the small area plan) will focus on identifying specific projects, programs and opportunities which strongly relate to the development of the park site and would benefit from short-term action. These goals include:

Phase 2: Near Northeast Area Plan

The next phase of the Neighborhood Planning Initiative (NPI) has kicked off with the the Near Northeast Area Plan, which will cover Cole, Clayton, Skyland, North Park Hill, and Northeast Park Hill. NPI plans focus on the long-range vision and goals for each neighborhood and provide an opportunity to identify goals beyond the next five years.
