Final Park Hill Action Plan Approved
After eight months of collaboration between city staff from multiple departments and community members in Northeast Park Hill, North Park Hill, Skyland, Clayton, and Elyria Swansea, the Park Hill Action Plan was administratively approved by Mayor Mike Johnston and executive directors of CPD, DEDO, DOTI, DPR, and HOST. This action plan lays out several steps to be completed in the community between 2026-2030 around the Park Hill Park site to ensure safe access to the park and reduced risk of displacement to community and businesses.
The plan is focused on short-term actions organized by six community identified goals:
- Safe Access to the Park
- Expanding and Preserving Affordable Housing
- Reducing Risk of Displacement
- Healthy Food Access
- Expanding Tree Canopy
- Small Business Support

Near Northeast Area Plan
Project Background
In 2022, City Council adopted the Park Hill Golf Course Small Area Plan(PDF, 41MB) as a community-led vision that would guide the development of the 155-acre Park Hill Golf Course, which was privately owned at the time, as well as the area surrounding it. This plan included extensive community outreach and a clear vision for the neighborhoods surrounding the golf course. In 2023, Denver voters approved a ballot initiative that resulted in the retention of the golf course property as open space. As a result, in 2025, the City and County of Denver acquired the property to turn it into a park. Read more about the acquisition at DenverGov.org/parkhillgolfcourse.

As Denver Parks and Recreation partners with the community on the vision for Park Hill Park, a concurrent effort is focused on the surrounding area. This effort is occurring in two phases:
Phase 1: Park Hill Action Plan
The action plan is advancing recommendations from the Park Hill Golf Course Small Area Plan by identifying specific projects, programs and opportunities that are related to the development of the park site and that would benefit from short-term action. These goals include:

Phase 2: Near Northeast Area Plan
While the Park Hill Action Plan is focused on action steps the areas in the immediate vicinity of the new Park Hill Park over the next five years, the Near Northeast Area Plan will provide an opportunity to identify goals beyond the next five years in the nearby neighborhoods of Cole, Clayton, Skyland, North Park Hill, and Northeast Park Hill.
