Community Planning and Development reviews, permits, and inspects building projects to ensure that what's built in Denver meets the Denver Building and Fire Code, zoning code, and related regulations. Permits are required for most construction, alteration, or repair work on private property.

URCO C&D Requirements Effective September 1, 2026 - please see the Construction & Demolition Universal Recycling Requirements website for complete information. Construction and demolition projects subject to the Universal Recycling and Composting Ordinance are required to divert debris from the landfill by recycling or reuse, and must pay and administrative fee and refundable performance security deposit prior to permits being issued.
