Transportation is Denver's second-largest source of greenhouse gas emissions. Funded by the voter-approved Climate Protection Fund, funding on a per project basis is available to help make transportation cleaner, safer and healthier. This program supports Denver's goal to cut pollution and to accelerate EV adoption through Level 1 EV charging expansion.
Up to $100,000 per project is available, larger amounts will be considered based on overall impact and match funding.
There are two tiers of eligible projects:

The portal will be open for three 30-day periods. Please note that the opening of the application periods is dependent on available funding.
- Period 1: May 19 – June 19
- Period 2: July 19 – August 19
- Period 3: September 19 – October 19
Applications will be reviewed on a rolling basis.
All projects must be able to provide a plan for reporting back to the Office of Climate Action, Sustainability and Resiliency on applicable metrics. These metrics may relate to:
- EV charger utilization and energy dispersion
- Number of chargers, vehicles, or other assets deployed,
- Trips replaced and vehicle miles avoided,
- How many hours of charging recorded.
To be eligible, you must be one of the following:
- Multifamily housing facility - either low income and market rate
- Building or employer that has authority to make building decisions
- Nonprofit and community-based organization
- Business improvement district
- Registered neighborhood organization
- Transportation management association
- Any organization with an innovative idea
The applicant must have a connection to and input from the local community. The project must be located in the City and County of Denver. We will review applications on a rolling basis.
Projects must:
- Reduce the use of fossil-fuel-based transportation.
- Have the ability to successfully implement and manage the project.
- Be self-sustainable. Projects should use this funding to start up, and should not require any additional operational funding from the Office of Climate Action, Sustainability and Resiliency.
The following represent examples of projects that may be considered for approval.
Tier 1 Projects
EV Charging
- Level 1 is eligible.
- We will give priority to multifamily housing units.
Tier 2 Projects
E-Bike Purchases for Employees
E-Cargo Bike Purchase for Deliveries
- The organization must be located within the City and County of Denver. Employees do not have to live in Denver.
- We will give priority will be given to projects that will replace an existing gas-fueled vehicle with an e-cargo bike.
- You must be willing to provide three years of reporting on number of trips this project replaces.
- With every e-cargo delivery bike, the recipient must have either:
- Approved existing secured bike storage on-site
- Add a secured bike storage option to their application
E-Bike Library and Bike Storage
An e-bike library gives access to e-bikes for residents and/or employees to take short trips.
A bike storage facility can be used for residents and/or employees to securely store bikes on-site
- Every e-bike library application must have either:
- Approved existing secured bike storage on-site
- Add a secured bike storage option to their application
- You must be willing to provide three years of reporting on the number of trips this project replaced
- You must have the ability to self-sustain the management, operation and maintenance for the project without additional funding support.
Project Installation and Implementation
- The administrative costs for the lead applicant are eligible for support.
- For example, the grant can cover the costs to hire contractors to complete any installations etc.
- If the applicant has staff that is qualified and able to do on-site installation work, you may apply their time to cover a portion of the matching funding requirements.
- We will make project payments on a reimbursement basis. There is a possibility for upfront payment if there are significant capital costs.
