The Citizen Oversight Board (COB) consists of nine citizens appointed (alternately by the Mayor and City Council with one joint appointee) to: assess the effectiveness of the Independent Monitor's Office; to make policy-level recommendations regarding discipline, use of force and other policies, rules, hiring, training, community relations and the complaint process; to address any other issues of concern to the community, the COB, the Monitor, the Executive Director of Safety, the Chief of Police, the Sheriff or the Fire Chief; and to review and make recommendations as to closed Internal Affairs cases where the findings were not sustained, as appropriate. In November 2021, the people of Denver voted to also give the Board the authority to hire and fire the Independent Monitor. 

The Board meets twice monthly (1st and 3rd Friday of the month, all meetings are currently virtual) and holds quarterly Public Forums throughout the City and County of Denver.

Open Records Policy

In order to pay for the cost of staff, custodians of public records within the City and County of Denver may charge for research and retrieval time necessary to respond to requests for records under the Colorado Open Records Act (“CORA”).  Pursuant to C.R.S. §24-72-205(6), effective July 1, 2014, staff time may be charged at a rate not to exceed $30.00 per hour.  There shall be no charge for the first hour of time for research and retrieval of records.
