Secure transport

In 2021, the Colorado legislature passed HB21-1085. It mandates all counties adopt a licensing program for secure transportation services. These services provide voluntary, urgent (but not medical, emergency, or police) transportation to treatment facilities for individuals experiencing a behavioral health crisis.

Secure transportation services are private businesses, not directly funded or operated by the government. Under HB21-1085, secure transportation services are a required benefit under the state's Medicaid program.

Any individual or business that provides secure transportation services within the City and County of Denver must be licensed under this program. Each business (three-year license), driver/staff (one-year license), and vehicle (one-year vehicle permit) used for secure transportation services must be licensed.
