Retail food commissary based

Any retailer selling food directly to consumers, that does their food processing out of a commissary. Examples include stand-ups, kiosks, and direct to consumer retailers. If you sell food products directly to consumers (retail) and you also sell at wholesale, you are not required to have both a Retail and Wholesale license for that location. Instead, you must be licensed in the category of your principal or primary business function.
