A retail operation that stores, prepares, packages or provides food for sale for human consumption to consumers directly or through a delivery service. Food can be consumed on or off the premises. If you sell food products directly to consumers (retail) and you also sell at wholesale, you are not required to have both a Retail and Wholesale license for that location. Instead, you must be licensed in the category of your principal or primary business function.
