Step 1.Watch the online training videos

Online training videos provide helpful and detailed overviews of the application process. They are on the Online Training Videos webpage. They show how to register for an account. How to complete licensed establishment and entity registration records. And how to apply for new business licenses or amendments.

Step 2.Register for a new account

Register for an account, if you haven't already, in Denver's Permitting and Licensing Center. For help, navigate to the online training videos and watch the guide for how to register for a new account.

Step 3.Gather all required documents

Make sure you have everything from the "Required documents" section below.

Important notes to keep in mind about your documents:

  • All materials must be digital files saved as a .pdf or .jpg. Do not include any other file types. The Department of Licensing and Consumer Protection cannot accept other file types.
  • Use numbers or letters but not characters such as symbols (/ ? < > \ : * | “ ^) or spaces that could cause complications.
    • For example:
      • Good file name: drivers-license-name-2022.pdf
      • Bad file name: last name/ id.pdf
  • In some cases, you might need to combine documents and upload them in a single .pdf. You can use a free, online tool to merge documents into a single file.
  • Legal documents must be signed, dated and executed. All pages of large legal documents (such as a lease) must be included in the application.
  • All materials must be legible.
  • Incomplete applications will be rejected.

Step 4.Apply in Denver's Online Permitting and Licensing Center

In Denver's Online Permitting and Licensing Center:

  • Under Business/Occupational, Short-Term and Residential Rental Licensing, click "Apply New."
  • Select the type of license you want to get and click "Continue Application."
    • Application package contains the following licenses: Child care center, residential rental property, retail tobacco store, massage business, marijuana licenses, retail food, retail food-commissary based, wholesale food and wholesale food-commissary based.
  • Read the introduction page and click "Continue."

This will begin the application process.

You can save and resume within 30 days any time during the process. After 30 days, you must start again.

After the online application is complete, you will be prompted to submit fees in the online portal. These can be paid with a bank account or a Visa, Mastercard, or Discover card.

Step 5.Pay required fees

Step 6.City application review and next steps

The Department of Licensing and Consumer Protection tries to conduct an initial review of a complete application within seven business days. The review process might take longer if it is incomplete or requires police review (if applicable).

  • All application-related communications will be sent through email, from DLCPNotifications@denvergov.org. Do not respond to these emails as this inbox is not monitored.
  • If the application is incomplete, the applicant will receive a "notice of deficiency" email. This allows 14 days for corrections. License endorsement requests and incidents on a background check need police review.
  • All applications will be closed if they are not completed within 12 months.

Step 7.License issuance

Once approved, the applicant is emailed a copy of the professional license and a temporary badge document that is valid for 10 calendar days. This allows the licensee to start working. A permanent badge is mailed to the address on the online application. Read and follow all conditions listed on the temporary badge and license. Badge must always be displayed when working.

The licensee should read "Once You Have Your License" below and follow the requirements.

Disabled peddler

Disabled peddlers can petition the director, in writing, for an exemption from the prohibition against the use of carts, dollies, wagons, or any other wheeled devices.

Petitioner must prove:

  1. The petitioner's qualification under Title II of the Americans with Disabilities Act, by a written letter from a licensed physician attesting that the petitioner has a physical or mental impairment that substantially limits one or more major life activities;
  2. The petitioner's need for the specific accommodation requested.

Upon verification the petitioner has established both of the above prerequisites, the director could grant an exemption that allows:

  1. The disabled peddler can use one of the following: cart, dolly, wagon, or other wheeled device; and
  2. The disabled peddler can only carry the quantity of goods and/or merchandise that the peddler reasonably would be able to carry except for the disability.

All petitions must include:

  1. A photograph of the proposed cart, dolly, wagon, or wheeled device;
  2. A written description of the size and dimensions of the proposed wheeled device; and
  3. A written explanation of the intended manner and method of its use.

In deciding whether to grant the petition, the director could consider whether the proposed cart, dolly, or wheeled device might have a negative impact on public health, welfare, or safety, or whether the proposed cart, dolly, or wheeled device might block or interfere with the public's use of the right-of-way. The director could seek the advice and consent of the Department of Public Works in deciding whether to grant or deny the petition, or to grant the petition with limitations on the manner, method, or location of its proposed use.

License must be carried and badge must be displayed while working

The Department of Licensing and Consumer Protection will email a professional license to all licensees. This license (or a clear picture of the professional license) must be carried when working.

The permanent badge issued by the Department must always be worn on the outermost clothing in a visible manner when working. Members of the public can request to see proof of licensure and badge whenever the licensee is working.

If a badge is lost or damaged, a replacement can be requested online.

Requirement to keep contact information up to date

File an online amendment application to notify the Department of any contact information changes. These updates must be filed within 72 hours of the change.

Requirement to renew annually

Professional licenses expire annually. It is unlawful to work with an expired license. Renewal applications must be filed before a license expires.

Update contact information

If you want to update your contact information, log in to Denver's Permitting and Licensing Center to access the online licensing portal. At the "My Licenses" page, select "Amendment" for the license you want to update, then follow the prompts.

Get a replacement badge

Log in to Denver's Permitting and Licensing Center to access the online licensing portal. At the "My Licenses" page, select "Amendment" for the license you want to update, then follow the prompts.

No documentation is needed to request a replacement badge.

Legal name changes

If your legal name changed, fill out a contact form and include one of the following documents:

  • A certified copy of a marriage certificate indicating your new name
  • A certified copy of a final divorce decree in which the judge listed your desired name change
  • Other certified court documents granting a legal name change
