In 2024, the Department convened the Natural Medicine Work Group (NMWG) consisting of city staff and 21 stakeholders. The NMWG provided input and feedback on the Department's proposal to regulate natural medicine in Denver.

History of natural medicine and psilocybin policy in Denver

2019

  • Denver voters approve Initiated Ordinance 301, the Denver Psilocybin Mushroom Initiative. It deprioritized criminal enforcement of the personal use and personal possession of psilocybin mushrooms by those 21 and older.

  • Denver's Department of Excise and Licenses convened the Natural Medicine Work Group to provide input on natural medicine regulation in Denver.
  • The Colorado Departments of Revenue (DOR) and Regulatory Agencies (DORA) adopted rules and began accepting applications for natural medicine facilities and facilitators at the end of the year.

2025

  • Denver City Council approved Council Bill 25-0132. It adopted the Denver Natural Medicine Code and repealed Initiated Ordinance 301.
  • DOR and DORA began issuing licenses for natural medicine businesses and facilitators.
