Submit a renewal application

Step 1.Complete an application

Complete the Marijuana License Renewal Application(PDF, 257KB). Applications must be complete and include all required documents. (The required forms and documents are in the required forms section below the step-by-step guide.) Legal documents must be properly signed and executed. All materials must be legible. Incomplete applications will be rejected.

Step 2.Submit the application

Submit the complete application with all required documents. You can make an appointment with the cannabis process navigator by emailing Marijuanainfo@denvergov.org. Or you can submit an application by email to EXLApplications@denvergov.org.

Step 3.Pay the required fees

Pay the required annual license fee. (See forms and fees.) Make checks payable to "Manager of Finance." You can pay in cash, or with a Visa, Discover or Mastercard.

You can pay online. Payments and Cashiering is also open for in-person payments. It is available Tuesday through Thursday, 8 a.m. to 4 p.m. Hours and days of operation are subject to change without notice.

Step 4.We'll renew your license

You will be issued a new license upon receipt of a completed application and successful completion of any hearing requirements or pending amendment applications.

  • A new license will not be issued if there is pending disciplinary action or a hearing required.
  • A new license will not be issued if you have a pending amendment record (a pending change of ownership or pending modification of premises, for example).
  • A copy of the payment receipt for the renewal can be posted and provided to city inspectors until a new license is issued.

All applications will be administratively closed if they are not completed within 12 months.

  • A complete marijuana license renewal application(PDF, 257KB).
  • Copies of any orders to show cause, summary suspensions, or administrative holds issued by the Marijuana Enforcement Division within the last 12 months for any license being renewed./li>
  • Copies of valid state license(s) for each license being renewed.
  • Proof of legal possession of the premises. Only one of the following must be submitted:
    • A complete possession of property certificate(PDF, 262KB); or
    • A deed; or
    • A complete, unredacted lease, including all lease amendments. If leased, the owner must provide written consent to lease the property to a marijuana facility. And the lease must be valid for at least 90 days from the date a complete application is submitted.
  • A complete social impact plan form(PDF, 40KB) is required for every license (every license type, medical and retail).

Annual license fee for medical marijuana businesses

  • Social equity licensees: $1,500
  • Non-social equity licensees: $3,000

Annual license fee for retail marijuana businesses

  • Social equity licensees: $2,500
  • Non-social equity licensees: $5,000

If your license has been expired for 90 days or less, you can submit a late renewal application upon the payment of a late renewal fee. Late renewal fees increase over time:

  • If the application for renewal is submitted within 30 days after the expiration date, the late renewal fee is 20% of the license fee.
  • If the application for renewal is submitted 31 to 90 days after the expiration date, the late renewal fee is 50% of the license fee.
