General Statement of Work
Work will be accomplished via an Integrated Contract, where Task Orders and Work Orders will be issued for correction of ADA non-compliant elements throughout the City and sidewalk construction/reconstruction. Non-compliant items are of various types, including toilet partitions/fixtures, paving/flat work, elevators and controls, signage, door hardware, gate hardware, vending machines, EV charging stations, ATM fare machines, millwork, restroom accessories, misc. sidewalks, and ramps. Locations include, but are not limited to the Colorado Convention Center, Lindsey-Flanigan Courthouse, Denver Animal Shelter, DPAC, East Side Office Building, Fire Station 2, Fire Station 10, Fire Station 18, Fire Station 9, Fire Station 26, Justice Center Detention Center, Police District 1, Police District 2, Police District 3, Castro Building, Wellington Webb Building, and Red Rocks Amphitheater.

Responses are due no later than 11:00 a.m. local time, December 17, 2021 and will ONLY be received and accepted via the online electronic bid service through www.QuestCDN.com. To submit responses, click the online bidding button at the top of advertisement. Consultants must be on the plan holders list through QuestCDN for proposals to be accepted. Consultants will be charged a fee of $15.00 to submit a proposal electronically.
MWBE Participation Goal: 14%
Project goals must be met with certified participants as set forth in Section 28-63, D.R.M.C. or through the demonstration of a sufficient good faith effort under Section 28-64 D.R.M.C. A draft utilization plan is a required submittal as part of the response to this RFQ and it will be scored. DSBO’s approval of the utilization plan will be required prior to receiving an executed contract or notice to proceed.
Prequalification Requirements: Each Integrated Contractor Program Manager (“ICPM”) must be prequalified in category 2B. General Building – Occupied Buildings at or above the $9,000,000.00 monetary level in accordance with the City’s Rules and Regulations Governing Prequalification of Contractors. If not already prequalified, the prime Contractor must have submitted a prequalification application a minimum of ten (10) calendar days prior to the submittal due date. Prequalification applications must be submitted via email to DOTI.Prequal@denvergov.org. The City is very committed to all construction work described above receiving a high level of quality without sacrifice to the critical elements of budget and schedule; therefore, DOTI may require the ICPM to utilize DOTI’s prequalification program for Type 3 work orders.

Miscellaneous:
Contracts for construction, reconstruction, and remodeling are subject to the City prevailing wage rate requirements established pursuant to Section 20-76, D.R.M.C.
City contracts are subject to payment of City Minimum Wage established pursuant to Section 20-82 through 20-84 D.R.M.C.
Without limiting the generality of the foregoing, the ICPM shall comply with any and all applicable public emergency or public health orders issued by any federal, state, municipal or local governmental entity, or any department or agency thereof, including the Colorado Department of Public Health & Environment (CDPHE) and the Denver Department of Public Health & Environment (DDPHE).
As the City’s best interests may appear, the Executive Director of DOTI reserves the right to waive informalities in, and to reject any or all, submittals/proposals.
