The Department of Transportation & Infrastructure (“DOTI”), City and County of Denver (“City”), has issued a Request for Proposals (the “RFP”) for Construction Manager/General Contractor (“CM/GC”) services for the project named above. General Statement of Work:

Denver’s Department of Transportation & Infrastructure (DOTI) is seeking a Construction Manager/General Contractor to provide services for the Boettcher Concert Hall Refresh at 1000 14th Street, Denver, CO.  This project will renovate and rehabilitate the existing Boettcher Concert Hall on the Denver Center for the Performing Arts Campus. Generally, the renovation will address major systems and finishes that are beyond their useful life.

The primary focus of Boettcher Concert Hall Refresh Project includes renovation of the existing building to upgrade HVAC systems, upgrade fire and other life safety building system upgrades, new interior finishes, data and technology upgrades. This project will include exterior work on the roofing and associated accessories. Construction could be more than one phase with then delivery method to be CM/GC. All improvements must meet current code and ordinance requirements, including Denver amendments.

Workforce Development Program:

This CM/GC project is subject to the requirements of Article XI, of Chapter 28 of the Denver Revised Municipal Code (the “Workforce Ordinance”) and its implementing rules and regulations. The goal of the Workforce Ordinance is to increase the availability of a skilled construction workforce by increasing the availability of apprenticeships and other approved training programs and requiring the utilization of workers living in economically disadvantaged areas and workers experiencing economic disadvantage on large city construction projects.

Preconstruction MWBE Participation Goal: No Program

Construction MWBE Participation Goal: 16%

Prequalification:  Each contractor must be prequalified in category 2B General Building Occupied Building at the $18,000,000.00 monetary level in accordance with the City’s Rules and Regulations Governing Prequalification of Contractors. Each contractor must have submitted a prequalification application a minimum of ten (10) calendar days prior to the Proposal due date. Applications must be submitted via B2Gnow. Miscellaneous:

Contracts for construction, reconstruction, and remodeling are subject to the City prevailing wage rate requirements established pursuant to Section 20-76, DRMC.

City contracts are subject to payment of City Minimum Wage established pursuant to Section 20-82 through 20-84 DRMC.

As the City’s best interests may appear, the Executive Director of the Department of Transportation and Infrastructure reserves the right to waive informalities in, and to reject any or all proposals.
