The Department of Transportation & Infrastructure (“DOTI”), City and County of Denver (“City”), has issued a Request for Proposals (the “RFP”) for Construction Manager/General Contractor (“CM/GC”) services for the project named above. General Statement of Work:

The City and County of Denver (City) is soliciting qualifications from interested firms to provide Construction Management/General Contractor (CM/GC) services for the Castro Building Revitalization. The primary goal of this project is to renovate the interior of the existing 300,000 square foot Castro office building in an effort to consolidate staff utilization efficiencies, upgrade dated and worn-out finishes, meet current building codes, and meet necessary ADA requirements.  There are no exterior improvements anticipated in the scope of this project.

Workforce Requirements

This CM/GC project is subject to the requirements of Article XI, of Chapter 28 of the Denver Revised Municipal Code (the “Workforce Ordinance”) and its implementing rules and regulations. The goal of the Workforce Ordinance is to increase the availability of a skilled construction workforce by increasing the availability of apprenticeships and other approved training programs and requiring the utilization of workers living in economically disadvantaged areas and workers experiencing economic disadvantage on large city construction projects.

Proposals are due no later than 2:00 p.m. local time, August 15, 2024, and will ONLY be received and accepted through www.bidnetdirect.com//cityandcountyofdenverdoti. Late submissions will not be accepted.

MWBE Participation Goal: 19% (Construction Phase)

Prequalification:  Each contractor must be prequalified in category 2B General Building Occupied Building at the $25,000,000.00 monetary level in accordance with the City’s Rules and Regulations Governing Prequalification of Contractors. Each contractor must have submitted a prequalification application a minimum of ten (10) calendar days prior to the Proposal due date. Applications must be submitted via B2Gnow. Miscellaneous:

Contracts for construction, reconstruction, and remodeling are subject to the City prevailing wage rate requirements established pursuant to Section 20-76, DRMC.

City contracts are subject to payment of City Minimum Wage established pursuant to Section 20-82 through 20-84 DRMC.

As the City’s best interests may appear, the Executive Director of the Department of Transportation and Infrastructure reserves the right to waive informalities in, and to reject any or all proposals.
