The Department of Transportation & Infrastructure (“DOTI”), City and County of Denver (“City”), has issued a Request for Proposals (the “RFP”) for Construction Manager/General Contractor (“CM/GC”) services for the project named above. General Statement of Work:

Denver’s Department of Transportation & Infrastructure (DOTI) is seeking a Construction Manager/General Contractor to provide services for the 5280 Trail Acoma St Segment - RISE GO Bond project. The project includes the development of a two-block segment of the 5280 Trail on Acoma from 10th to 12th Avenues. It will connect and provide safe passage between neighborhood destinations and open spaces, and provide additional public space for arts, culture, and economic activation. Envisioned as green extension of the art museum plaza, providing the neighborhood with a central park space for recreation, relaxation, and community events. The objective for the CMGC Team is to provide constructability, value engineering, and cost estimation in the Preconstruction Phase, followed by a Guaranteed Maximum Price proposal and, if approved, construction and construction management services in the Construction Phase.

This project is part of the 2021 RISE Denver Bond Program, which is a 10-year, $260 million general obligation bond program approved by voters in 2021. The program will drive economic recovery by creating thousands of jobs, investing in local businesses, and bringing critical infrastructure and community assets to historically underserved areas of the city. Through four different categories of infrastructure projects, RISE Denver will serve our most vulnerable residents and unhoused neighbors, increase mobility and safety in our neighborhoods and accessibility within city facilities, and preserve Denver’s history and culture through building restorations. Phase 1 Proposals are due no later than 11:00 a.m. local time, July 31, 2024 and will ONLY be received and accepted through www.bidnetdirect.com//cityandcountyofdenverdoti. Late submissions will not be accepted.

Construction Phase: MWBE Participation Goal: 21%

Preconstruction Phase: No Program

Prequalification:  Each contractor must be prequalified in category 1A Heavy Civil at the $9,000,000.00 monetary level in accordance with the City’s Rules and Regulations Governing Prequalification of Contractors. Each contractor must have submitted a prequalification application a minimum of ten (10) calendar days prior to the Proposal due date. Applications must be submitted via B2Gnow. Contracts for construction, reconstruction, and remodeling are subject to the City prevailing wage rate requirements established pursuant to Section 20-76, DRMC.

City contracts are subject to payment of City Minimum Wage established pursuant to Section 20-82 through 20-84 DRMC.

As the City’s best interests may appear, the Executive Director of the Department of Transportation and Infrastructure reserves the right to waive informalities in, and to reject any or all proposals.
