Apply for Rezoning

Pre-application review
Download and complete the rezoning pre-application review request form (see right). Email it to by Thursday at 5 p.m. A staff member will contact you by the following Wednesday to set up a required, no-cost pre-application meeting. All pre-application meetings will be held within 14 business days from the date your request is submitted. 

Public outreach
Discuss your potential application with the relevant registered neighborhood organizations (RNOs), the City Council member that represents the district, the at-large city council members, and any other interested parties.

Submit application and pay fee
Download and complete the zone map amendment (rezoning) application (see right). Email the application to Please retain an electronic copy of your application in case revisions are required. Pay the required fee based on the fee schedule under the "Planning" header. Application review will begin after the fee has been paid.

City review and customer resubmittal
City staff will review the rezoning application and provide comments to the applicant.

Planning Board public hearing
The Denver Planning Board will hold a public hearing at its regularly-scheduled meeting, following public notice, and will make a recommendation to City Council for approval, approval with conditions, or denial. Applicant must attend the hearing. 

City Council’s Neighborhoods & Planning Committee meeting
The committee will hold a regularly-scheduled, televised meeting following public notice, and will determine if the application is ready for consideration by the full City Council.

Mayor-Council meeting
At this regularly-scheduled meeting, the mayor and council members will be informed of the rezoning ordinance scheduled for City Council first reading.

City Council first reading of the ordinance
At this regularly-scheduled City Council meeting, the rezoning ordinance is read for the first time.

City Council public hearing
At this regularly-scheduled City Council meeting and noticed public hearing, the council will vote to approve, approve with conditions or deny the rezoning application.

Next steps

If approved, the ordinance is forwarded to the mayor for signature and goes into effect the following Thursday.
