Notice of Funding Availability
The Office of Economic Development annually issues Notices of Funding Availability (NOFA) for programs funded by the U.S. Department of Housing and Urban Development. These activities generally include housing development, housing services, neighborhood development, neighborhood services, and economic/business development and services. These NOFAs are typically issued during the summer months, for funding to be provided during the following calendar year.
On July 15, 2014, the Denver Office of Economic Development (OED) announced the release of a Notice of Funding Availability (NOFA) for projects to be funded in 2015. This year OED is soliciting proposals from organizations that provide services to Denver residents in the following program areas:
- Business Support Offices
- Housing Support Services - Housing Counseling
- Tenant/Landlords Rights and Related Housing Information and Referral Services
- Rental Housing Access Modification Program
- Emergency Home Repair
- Tenant Based Rental Assistance
- Down Payment Assistance
- Single Family Rehabilitation Program
- Community Housing Development Organizations
- Housing Opportunities for Persons With AIDS
OED is seeking exceptional projects and related services that make a positive impact on neighborhoods in a noticeable way. This NOFA makes available public funds that could be used by non-profit and for-profit providers to facilitate the development of viable urban neighborhoods by providing quality affordable housing, an enhanced living environment and expanded economic opportunities for low- and moderate-income residents.
Projects will be funded through the Community Development Block Grant (CDBG), HOME Investment Partnerships, and Housing Opportunities for Persons with AIDS (HOPWA).
The due date for all proposals will be August 5, 2014 by 4 p.m.
For 2015 applications, continuing several improvements implemented a year ago which simplify and streamline the electronic application process, please note the following:
- We use a document management system, WizeHive, which makes it simple for you to submit your funding application.
- Both program areas will use one application document. Your selection of a program area and service will guide specific questions and requirements.
- One open question & answer session will be held this summer for 2015 funding. This session will be at 3:30 p.m. on Monday, July 21, in the Wellington Webb Building, 201 W Colfax, Room 4.F.6/4.G.2.

2014 SUMMER YOUTH EMPLOYMENT SERVICES
The City and County of Denver desires to solicit proposals for summer youth employment services by the Office of Economic Development’s Workforce Development/Youth Services. This Request for Proposal (RFP) seeks providers of program services related to high quality summer youth employment opportunities for Denver youth, ages 14 to 21, beginning April 14, 2014 through September 30, 2014. OED anticipates that total funding of up to $150,000 will be available for one or two contracts awarded through this RFP.

Welton Design/Development Challenge
On August 29, 2013, OED launched its first-ever Welton Design/Development Challenge, an opportunity for commercial and mixed use residential projects along the primary corridor of the Five Points business district to receive pre-development funds for planning and design.
The Challenge will award funds to up to three projects in a range of sizes, including individual business owners as well as collaborative proposals from groups of contiguous property owners or other development teams that form around the most exciting ideas.
Projects must be located along Welton Street, from 20th to 30th Streets.
The City will fund a wide range of possible pre-development expenses, including architectural renderings, engineering specifications, financial pro formas, environmental reviews and market research.
The application deadline for this first Welton Challenge has been extended to December 2, 2013, at 4 p.m. The RFP for Welton Design/Development Challenge is available here.
