Requests For Proposals

Genesee Park and Katherine L. Craig Tract Park & Trail Implementation Plan Professional Services - RFP opportunity

The Department of Parks and Recreation for the City and County of Denver is soliciting proposals to provide professional services, including but not limited to producing an overall approach, task list, and schedule; handling resource, facilities, and use assessments; identifying resources and landscape zoning; producing a conceptual trail plan; making prioritized management recommendations; handling public outreach and document preparation; assessing and proposing a business plan incorporating sustainability concerns; drafting and finalizing a conceptual site plan; and producing a final implementation master plan. 

The Request for Proposals was issued on January 18, 2012.  Copies of the RFP are available from the Denver Parks and Recreation Permits Department, 201 W. Colfax Ave., 2nd Floor next to Excise and License Department, weekdays 8:00am – 4:00pm.  There is no fee for each set of bid documents obtained.  Copies of the complete RFP sections may also be accessed for free from:   http://www.denvergov.org/parksandrecreation/PublicMeetingsNoticesRFPs/tabid/430253/Default.aspx

PRE-PROPOSAL MEETING:  Proposers should attend the pre-proposal meeting which shall take place on January 31, 2012 at 2:00 P.M. local time in Conference Room 6.E.1, Department of Parks and Recreation, City & County Office Building, 201 W. Colfax Ave., Denver, CO 80202.  The Pre-Proposal Briefing is not mandatory, but proposers will be held responsible for all information presented at such meeting.  No site visits or tours will be conducted as part of this Request For Proposals (“RFP”) process.

GENERAL:  As its best interests may appear, the City and County of Denver reserves the right to reject any or all submittals and to waive informalities in the qualifications or proposals.  All responses submitted to the City and County of Denver pursuant to this Request for Proposals, and Contact made and entered into by the City and County of Denver, will be subject to all applicable Equal Employment Opportunity ordinances, rules and regulations, findings and policy determinations adopted, recognized or promulgated by the Director of the Division of Small Business Opportunity and the Manager of Parks and Recreation that may be in effect at the time of this Request for Proposals.

Project Funding Available From Arsenal Settlements
Statement of Interest Requested by January 30

Denver, CO--Nonprofit organizations and government entities are invited to submit a Statement of
Interest for grant funding related to the Rocky Mountain Arsenal natural resource damages settlements.

According to federal law, states may recover money from entities that damage natural resources — in the case of the Arsenal, from the U.S. Army and Shell Oil Company — and use that money to fund projects that restore, replace, or acquire the equivalent of the injured natural resources.

In May 2008, Colorado, Shell and the Army agreed to the largest natural resource damage settlement
in the state’s history. The money is held in a $17.4 million Recovery Fund and a $10 million Foundation
Fund.

“This is an extraordinary opportunity to create a regional, integrated greenway and open space network,” said Howard Kenison, chairman of the Northeast Greenway Corridor Working Group. “With matching funds, the total investment could exceed $50 million.”

Recovery Fund—Statement of Interest Requested
The $17.4 million Recovery Fund will provide funding for long-term conservation projects submitted by nonprofit organizations or government entities.

    • Projects must meet natural resource damages criteria associated with the Rocky Mountain
    • Arsenal.
    • Funding will be available over the next six years.
    • Interested parties should fill out an on-line form at www.northeastgreenwaycorridor.org and submit it by January 30. The Statement of Interest will help gauge interest in the funds; it is not mandatory and does not preclude a party from submitting a full application for any project.
    • A detailed project application will be available February 1.
    • A workshop for all Interested Parties will be held on February 8.
    • Final project applications are due on April 11.

 

 

Foundation Fund
The $10 million Foundation Fund is earmarked for integrated open space and conservation projects in the Northeast Greenway Corridor selected by the Northeast Greenway Advisory Committee and approved by the State of Colorado Natural Resources Trustees. The committee, which comprises Adams County, Aurora, Brighton, Commerce City, Denver, Thornton and the Sand Creek Regional Greenway Partnership, is actively preparing project plans to benefit the environment and the quality of life throughout the corridor.

Funding Decisions
The Northeast Greenway Advisory Committee will submit a recommended Northeast Greenway Corridor Restoration Plan to the State Natural Resource Trustees in June 2012. The Trustees, representing the Attorney General’s Office, the Colorado Department of Natural Resources and the Colorado Department of Public Health and Environment, will make final decisions regarding projects and funding.
