Shortly after the Office of the Independent Monitor opened its doors in August of 2005, the OIM contracted with the Police Assessment Resource Center (PARC) to conduct an audit of deadly force, evaluating the Denver Police Department's policies and procedures relating to deadly and seriously injurious force. After reviewing officer-involved shootings between 1999 and 2003, PARC evaluated DPD's investigations of officer-involved shootings within the context of national best practices.
