The Administrative Alternatives are intended to inform our understanding of what might happen without NEPA initiated actions. These include 1) an image of the existing conditions, 2) an image of the "No-Action" which includes improvements which are already funded; 3) a TSM alternative which reflects additional operational but not construction improvements; and 4) a “Developer’s” alternative which includes improvements the adjacent developer’s plan to make but that have no committed public funding.
