 Tennyson - 38th to 44th Avenue Streetscape

 

Project Overview
In 2007, Denver voters approved funding expenditures to be undertaken with the proceeds from the general obligation bonds. Approximately $2.1 million dollars was allocated to Tennyson Street between 38th and 44th Avenues, excluding Chavez Park and those properties within the existing Tennyson Local Maintenance District to implement streetscape improvements along the business corridor. The budget includes all design, construction, construction management and contingencies. Anticipated construction costs for the project are $1.4 million dollars. The Tennyson Streetscape Improvement Project qualifies for the 1% for Arts Program.

The Denver Office of Cultural Affairs participated in the conceptual phase of the project and will move forward to define the public process for selecting the public art component of the project. Tennyson Street is an urban collector street, with numerous businesses and retail stores in the area. The existing streetscape environment on Tennyson Street from 38th to 44th Avenues is in need of upgrades and enhancements.

 Project Updates
We are beginning the removal and replacement of the sidewalk phase of our project. Please see our tentative phasing plan for our work (Click here to view plan map). We will work to keep access open at all times, with the exception of some brief time during the removals themselves and during the placement of the concrete. Temporary access will be maintained at every other time. Prior to beginning this work, crews will talk with the affected business owners/residents to discuss the timing of all the work. This is all dependant on normal weather for October, November and December.
Initial streetscape and street reconstruction project work has begun, including surveying and staging. Actual construction is anticipated to begin before the end of the month starting at the north end of the project (44th Ave.). Parsons Corporation, in conjunction with Concrete Works as the sub-contractor, has been awarded the construction contract for the Tennyson Streetscape Improvements and Tennyson Street Reconstruction Project. Construction should start this month.

  • Xcel Energy gas pipeline replacement on Tennyson between 43rd and 45th Streets is complete. Xcel will be coordinating the installation of street lighting and undergrounding of overhead utilities during the streetscape construction timeline. Their anticipated activity dates are from May through August, though this may change slightly to sync with the streetscape and roadway reconstruction timeline.
  • Denver Water is replacing water mains and lead services from 41st Ave. to 44th Avenues. The crew is installing 1500 feet of 12” PVC pipe in this area, the 12” main is being replaced at the city’s request.  The crew will also replace four fire hydrants.  The crew began at 44th and is working toward 41st .  The water main construction schedule is not finalized, but Denver Water anticipates a construction schedule of approximately two months. Denver Water recognizes the need to complete this project prior to mobilization of the streetscape improvements and street reconstruction. There is information on water main replacement at www.denverwater.org/pipes
  • Public Art: selection of finalist for public art component is complete! Kevin Curry has been selected as the finalist to create public art for the Streetscape Project, funded by DOCA’s 1% for Public Art program. More information about Kevin and his work is available at www.kcurry.com. The location for the public art is currently under consideration. Kevin is seeking donation of old, salvaged signage from northwest Denver. Contact Karen Good at karen.good@denvergov.com
  • Chavez Park Edge Renovations are currently in the schematic design phase. A Public Open House is scheduled for Tuesday, April 12 at Willis Case Clubhouse at 4999 Tennyson Street from 6:00 – 8:00pm to review proposed improvements.

 

  • The project is currently in the bidding process. Updates on detailed timeline and schedule will be posted here when they become available.
  • Utility companies typically do necessary upgrades and/or relocations in advance of street reconstruction projects, whenever feasible. Xcel Energy has two different projects along Tennyson Street; one is a gas line and the other is power for street lighting. Xcel is continuing gas pipeline replacement on Tennyson between 43rd and 45th Streets that include work along side streets and adjacent streets. Gas pipeline replacement is scheduled to be complete within the next week or two as weather allows.

  • The Tennyson Alliance, in conjunction with the Denver Dept of Parks & Recreation, received a grant to initiate improvements at Chavez Park with a focus on improving the Tennyson Street edge connection.  The Parks Dept and their consultant, Parks and Gardens LLC, are in the process of assembling background information to inform the design process. Public comments regarding Chavez Park that were received during the Office of Economic Development Marketplace Initiative Pilot Project for Tennyson Street and the Tennyson Streetscape Improvement Project will also be used to inform the design process. More information regarding Chavez Park edge improvements will be forthcoming.   Please check back on the website in early April.

Utilities companies typically do necessary upgrades and/or relocations in advance of street reconstruction projects, whenever feasible. The consultant team did coordinate with Xcel regarding the location of the replacement gas pipeline. However, the gas pipeline replacement project and the street reconstruction project are two separate construction projects managed and funded by separate entities.

      • Continuing design for additional storm drainage inlets on the NE corner of Tennyson & 41st; south of the proposed bulb-out at Tennyson & 43rd; on both sides of 43rd east of Tennyson; and replacing inlets on the SE corner of Tennyson & 44th.

      • Consultant team has issued 60% Construction Documents and Specifications, which are currently under review by City Staff.
      • City Staff and consultant team have met w/ various property owners to discuss impact of proposed improvements.
      • Streetscape elements such as bulb outs, on-street plantings and site furnishings have been refined in response to detailed information regarding existing conditions.
      • Street reconstruction has been designed to address water quality issues.
      • City staff is coordinating with Xcel Energy for street lighting improvements.
      • Parks Department, in conjunction with Tennyson Alliance, has submitted a grant proposal to the Office of Economic Development seeking monies for potential improvements to Chavez Park and the public right-of-way directly in front of Chavez Park. Decision pending.
      • Task Force Meeting has been scheduled for September 9, 2010 at 4309 W. 44th Avenue: 9am.
      • Public Meeting has been scheduled for September 30, 2010 at 2727 Bryant Street: 6pm.
      • Consultant team was awarded NTP on June 30th
      • There was a slight delay in the overall progression of the design process due to the recent addition of the street reconstruction project, which required the engineering firm assigned to that portion of the project to be pulled into the process and to catch-up with where the streetscape improvement project design process left off on April 30th.
      • There are significant technical challenges associated with progressing the project. The city and consultant team were aware of these during the preliminary design phase, but during that phase, the focus of the design effort and public process was to establish a vision for the street. Now that we have initiated final design, both the street reconstruction engineering firm (URS) and the streetscape design team (led by Parks & Gardens) are reviewing existing conditions block by block and parcel by parcel to address issues associated with drainage, logistics associated with retrofitting a new street reconstruction and streetscape improvements into existing neighborhood commercial corridor, water quality and other attributes associated with existing conditions prior to refining the concept plan and progressing streetscape design.
      • The next submittal to the city will include solutions aimed at addressing and responding to existing conditions – this submittal is scheduled to occur mid to late August/early September.
      • That submittal will be reviewed in depth by several city agencies and likely take approximately 3 weeks.
      • Once URS and Parks & Gardens has reviewed the submittal w/ the city to determine any outstanding technical issues, the entire consultant team will be ready to discuss refinements with the Task Force and the public, likely mid to late Sept. This will be a great opportunity to carefully present issues associated with existing conditions and how the street and streetscape improvement design refinement process responded to technical issues.
      • You may have seen a bunch of activity out on the street: the street reconstruction team just completed their geotechnical work – doing a series of borings along the street to identify subsurface conditions. Parks & Gardens staff has been analyzing each parcel along Tennyson and the side streets to identify opportunities to fulfill water quality requirements and also looking at the interface of the right-of-way with existing parcels on a parcel-by-parcel basis.
      • The conceptual design phase included extensive public outreach – over 17 meetings were conducted in a very short time frame – going from having 4-5 meetings per month to no meetings might send signals that the project has slowed down, but quite the opposite!!!!! Because of the addition of the street reconstruction project and the amount of time necessary to ensure coordination between the street reconstruction project and the streetscape improvement project – the project management team and the city and the consultants have been working diligently to keep the project on schedule.
      • This is a Better Denver Bond project - both the street reconstruction project and streetscape project are bond projects so we are still on track and on schedule.
