Office of the Chief Information Officer (CIO) is responsible for overall policy direction, management, and internal and external communications for Technology Services.
The Office of the CIO oversees the Finance and Administration divisions, Denver 8 TV, 311 Operations, and the Chief Technology Officer (CTO) who is responsible for Enterprise Architecture, Applications, Operations, Telecommunications, Security, and the Project Management Office. Appointed by the Mayor, the Chief Information Officer serves as the final authority for fiscal and personnel matters in the divisions.
Denver 8 TV
Operates television production facilities to produce City-related television programming and video product for City agencies, provides live and repeat coverage of City Council legislative and committee meetings, selected public hearings, Mayoral news events, election coverage, public affairs events, and public policy forums; streams both live and on-demand video programs on the Web; and acquires public policy programming for cablecast. Denver 8 also develops and coordinates content for the City's high level Web sites and provides assistance and support in the content and marketing of department web environments.
311 Call Center / Self-Service answers citizens inquiries for Municipal and Non-Emergency services with efficiency, consistency, and accountability. 311 gives citizens access to government services by combining one easy-to-remember number, online services, and a walk-in office where inquiries are received and answered by a staff of highly trained agents.
GeoSpatial Applications / DenverMaps is responsible for the implementation and maintenance of a viable geographic information system (GIS) to provide accurate, up-to-date, and readily available geographic information to all City agencies and the public. The section also provides programming and maintenance support for IVR, mainframe, and permit related applications.
Enterprise Architecture is responsible for working with all City Agencies and Departments as well as other departments within Technology Services to establish technology strategy and policy. Key areas of focus for the team are Information Security, Identity Management, Service Oriented Architecture, and Business Intelligence. Enterprise Architecture is also a key player in IT governance with the Technology Services Program Management Office (PMO).
Information Systems and Customer Support Helpdesk/Desktop Services provides phone-based and remote computer support for desktops, laptops, and other peripherals that are essential to City employees. Services include problem resolution for password issues, software, internet access, PDA, and related device support, PC hardware failures, new user setup and access, and printer setup and problem resolution. The Server Administration team provides ongoing infrastructure services essential to both City employees and citizens. Services include file and print, email and database servers, application servers, secure remote access, internet access and support. The Mainframe Systems and Storage team provides document and storage management, data integrity, data availability, infrastructure support, backup and restore, and Disaster Recovery. The Licensing and Asset Management team provides license compliance and software asset management and looks for opportunities to reduce overall licensing costs to the City.
Network and Telecommunications provides for the acquisition, delivery and maintenance of communication related products and services to City agencies. Services include providing central coordination and customer support for all telephony and data network connectivity issues such as carrier related outages, edge device equipment failures, bandwidth limitations, network security management and increased network capacity. The Electronic Engineering Bureau (EEB) provides wireless radio and network services for all clients and users on the City's wireless network or non-City networks.
Enterprise Application Services (EAS) manages applications that are used across all Denver City agencies. The goal is to reduce duplicative functionality in multiple systems in favor of developing and maintaining one capability for all. The benefits to the City and citizens include the increasing capabilities for all city workers while simultaneously reducing costs and achieving better scale for software development and maintenance. The EAS directorate is directly responsible for development and support of systems including: PeopleSoft Financials, PeopleSoft HRMS, PeopleSoft CRM, Denver Intranet, DenverGov, Document Management, Collaboration, and over 300 custom web/desktop applications. The plan for 2010 is to automate or enhance existing capabilities for some of the City of Denver's most important processes, including procurement, contract lifecycle management, employee performance management, citizen experience with the website, and cashiering.
Program Management Office (PMO) was established to provide management and control of approved projects and programs; to deliver project support to departments, agencies, and clients by establishing policies, procedures, and standard methodologies for efficient and successful delivery of approved projects; to provide mentoring, coaching, training, procedure, and methodology standardization, management, and control of the project delivery mechanisms in order to increase project management maturity and professionalism within the organization.
Administration and Finance provides leadership for the division's employees. Provides sound fiscal support and guidance to the employees of the division and to user agencies. These activities include contract administration, payroll, petty cash, purchasing, inventory, accounts payable, customer invoicing, internal billing services and budgeting.
