New Program Enables Certified Small Businesses to Bid as Prime Contractors on Selected City Projects

The Denver Office of Economic Development is pleased to announce that Small Business Enterprises (SBE) have the opportunity to bid and compete as prime contractors on approximately $14 million in selected City construction and professional services contracts during the remainder of 2007. These new opportunities are made available through the City’s Construction Empowerment Initiative, which launched in late 2006.
“Small Business Enterprises have traditionally been able to bid as subcontractors on City projects,” said Tamela Lee, director of the Office of Economic Development (OED) Division of Small Business Opportunity. “The intent of the new defined selection pool is to help SBEs to grow into prime contractors. If they can bid these jobs as general contractors or do 100 percent of the work, then they should hopefully one day be able to grow their business into primes or large subcontractors.”
Through the new program, a portion of the City’s construction and professional services contracts are designated for exclusive bidding by SBEs. The defined selection pool applies to selected construction contracts valued under $750,000 and professional services contracts under $500,000.
City entities that have reserved projects under the defined selection pool for 2007 include Public Works, Denver International Airport, Denver Justice Center, General Services, Parks and Recreation, Environmental Health and Denver Health.
Over 500 small businesses participate in the Denver SBE certification program. To be eligible for the program, businesses must meet the following requirements:
- Annual revenue does not exceed 50 percent of the SBA size standards
- Business offers services in the construction related or professional services industries
- In business for three months or more
- Owner personal net worth is under $750,000 (excluding personal residence and business)
