Low-income Energy Assistance Program (LEAP)

The Low-income Energy Assistance Program (LEAP)
helps qualifying low-income families pay their heating bills each winter. Last year, 114,576 Coloradans received assistance from LEAP, including disabled and elderly individuals. The average benefit last year (2006-2007) was $370.
In Denver, 12,453 residents received assistance last year.
To qualify for LEAP, applicants must be a U.S. Citizen or legal resident of Colorado. Applications are available at the Denver Human Services East Office, 2855 Tremont, or by calling toll-free 1-866-HEAT-HELP. Denver residents are encouraged to drop-off completed application at the East office.
LEAP does not pay all energy costs, but instead, helps cover some of the costs of keeping homes heated during the winter. Residents who qualify for LEAP are also eligible for home energy conservation services through Energy Saving Partners, a state program.
The Denver program operates as part of the statewide LEAP program. LEAP is managed by the Colorado Department of Human Services, and administered by the county. Funds for LEAP come from the Federal Government and Energy Outreach Colorado.
