How the Federal Economic Stimulus Bill Will Help Denver The American Recovery and Reinvestment Act (the federal economic stimulus bill) provides a great opportunity for Denver. As you may be aware, Denver will receive some stimulus dollars for critical city projects and programs, but because funding will come from multiple places and on different schedules, we do not yet know how much funding will ultimately be available to us. It may be a year or more before Denver has a final total of funds received as a result of this federal legislation.   Funding may come through several avenues: 1. Direct allocations to the City – i.e., Community Development Block Grants 2. Regional distributions from organizations like the Denver Regional Council of Governments – DRCOG has approximately $60 million in transportation funds to distribute 3. The State of Colorado – formula funds, grants and competitive processes (including new energy funds and transportation projects) 4. Federal agencies – i.e., regional Housing and Urban Development(HUD), Federal Aviation Administration (FAA)   The City of Denver is in the process of applying for funds where possible and appropriate, although in some cases, the City is still waiting for both the state and federal government to send specific directives/deadlines/criteria for the funds. Frequently Asked Questions How will the American Recovery and Reinvestment Act impact the City budget? Does this mean the City can avoid furloughs or other budget cuts? The stimulus dollars are one-time funds primarily for capital (construction) projects that will not come to the City’s general fund. The bill also says that stimulus funds cannot be used to supplant existing funds (meaning we can’t just use federal money for a project we already have funding for – the money is for NEW projects). While the stimulus money will certainly help, it will not relieve the general fund budget issues.   Where is the list of projects submitted to Congress? Denver never submitted a request list to Congress. In November 2008, the U.S. Conference of Mayors asked for a sample list of infrastructure projects to help demonstrate the need for a stimulus. Denver suggested numerous projects from our capital projects list, but they were projects that could be accomplished over several years. At the same time, Congress began work on a bill that did two things: 1) expanded beyond infrastructure to other programs like food stamps, unemployment, housing assistance, etc.; and 2) required projects to go out in 120 or 180 days. Because of those changes, many of the projects shared with the U.S. Conference of Mayors are not eligible for stimulus funding, although Denver will compete for funds where we are eligible.
