 Overview

 

LEGISLATIVE INTENT

 

It is the intent of the City Council to provide for the submission of pertinent information pertaining to those persons and their representatives who seek to influence the outcome of city legislative matters, such information to serve as a public record in order that the citizens of Denver may know of municipal lobbying activities.

WHERE TO FILE

 

Direct all lobbyist registration statements, monthly reports, and correspondence to City Clerk, WEWMOB, Dept. 101, 201 W. Colfax Ave., Denver, CO 80202.

 

WHAT REPORTS ARE REQUIRED AND WHEN

 

All statements, except monthly reports, must be filed in original form so as to bear original signatures.

 

·     Initial Registration Statement, within 5 days after first engaging in lobbying activity.

This statement establishes lobbyist registration and status and authorizes Denver municipal lobbying activity. It is required independently of registration or authorization at the state level.

Registration fee: Individuals, $50.00; Organizations, $75.00.

 

·     Amended Registration Statement, within 5 days of effective date of the amendment.

This statement registers changes in address, phone, employers, clients, issues, etc.

No fees due.

 

·     Annual Registration Statement, each year on anniversary date of initial registration.

This statement updates and restates registration, incorporating into a single, complete statement all amendments made since the preceding annual or initial registration statement.

Registration fee: Individuals, $50.00; Organizations, $75.00.

 

·     Termination Statement, upon cessation of all lobbying activity.

This statement terminates lobbyist registration and status and discharges the obligation to file monthly reports.

No fees due.

 

Note: All of the above statements are made with the same form. However, use only the version appropriate to an individual or organization.

 

·     Monthly Financial Report, by the 15th day of each month following the month reported.

This report discloses lobbying income and expenditures, clients and issues for which lobbied, and dates of lobbying activity. It is required even in the absence of lobbying activity in the month reported. Faxed reports are acceptable and recommended, 720‑865‑8580.

No filing fees due. Late filing fees applicable, see below.

 

 

LATE-FILING PENALTIES AND SANCTIONS
 
The due date for monthly reports is the 15th of each month following the month being reported. Reports may be filed in person or by courier, mail, or fax. Any due date that falls on a weekend or Denver holiday is extended to the next business day. Reports must be filed by 5pm on the due date.

 

All lobbyists for whom monthly reports are not filed by 5pm on the due date will be assessed late fees at the rate of $25 per day until the report is filed.

 

For late fees assessment purposes, “filed” means postmarked if the acceptable report is mailed, or received in the City Clerk’s office if submitted otherwise. Failures in communications equipment, including our fax, do not excuse late filings or fees. Reports incomplete or deficient in any regard will not be accepted and will be returned without filing. Do not wait until the last minute to file your reports. Late fees are due at the time late reports are filed.

 

The City Clerk will notify on the 16th by email or phone all lobbyists whose monthly reports have not been filed. Any lobbyist not responding within 7 days is subject to further action including referral to the City Attorney’s Office and show-cause hearing proceedings.

 

A show-cause hearing reviewing lobbyist status will be scheduled and conducted should it be deemed necessary as a result of a violation of any of the policies or procedures established for lobbyists. The City Clerk subsequently may impose an order to suspend or revoke lobbyist privileges, to bar registration, or to cease and desist all lobbying activity.
