Some applications require that the applicant be fingerprinted. Fingerprinting takes place at the Department during normal business hours. Fingerprints taken by a private fingerprinting company will not be accepted. If the applicant is from out of the state, he or she may submit a fingerprint card taken by the local police authority in his or her place of residence. The applicant may also be required to submit a letter of clearance and criminal history record from his or her local police authority.
The Denver Police Department revised its policy regarding background investigations related to licensing matters. DPD's revised policy affects the Department of Excise and Licenses and the manner within which the agency historically obtained background information on license applicants. Accordingly, effective immediately, policies and procedures regarding the department's obligation to conduct license related background matters are as follows:
Business License Applicants. Principals representing specific business entities are required to undergo background investigations. All fingerprints, including those taken from out of state applicants, for business licenses must be submitted on FBI fingerprint cards (FD-258). Fingerprints submitted on a card other than a FBI print card will not be accepted by the Department of Excise and Licenses. A fee in the amount of $16.50 for each individual seeking to be qualified on the business license shall be remitted. Fees for several individuals may be included together. Checks should be made payable to the Manager of Revenue.
The Department of Excise and Licenses will continue to provide the service of taking fingerprints from local individuals seeking to be qualified as principals on specific class business licenses. Fingerprint cards from other jurisdictions may be submitted to Excise and Licenses by an individual or a representative on behalf of the individual who seeks to obtain this type of license.
Individual License Applicants. Individuals who seek specific classes of individual business licenses must undergo a background investigation. Background investigations related to this category of license applicants are not as extensive as those necessary for liquor and/or cabaret license applicants or business license applicants. Background investigations related to individual license applicants will be conducted by the Department of Excise and Licenses by retrieving information directly from the Colorado Bureau of Investigation. The Department of Excise and Licenses will not conduct CBI background investigations on applicants for individual Merchant Guard licenses and Herdic License applicants who provide CBI background results from their potential employers. Each investigation will cost applicants $6.85. Payment shall be remitted at the time of application. Checks should be made payable to the Manager of Revenue.
Exotic Dancer and Auctioneer License Applicants. All fingerprints, including those from out of state applicants, for Exotic Dancer and Auctioneer business licenses must be submitted on FBI fingerprint cards (FD-258). Fingerprints submitted on a card other than a FBI print card will not be accepted by the Department of Excise and Licenses. A fee in the amount of $16.50 for each individual seeking these types of business licenses shall be remitted. Checks should be made payable to the Manager of Revenue.
