Alternatives Development Workshop

SOUTH BROADWAY WORKSHOP -- MERGING AND PACKAGING
GOAL
The goal of the workshop is a limited set of multi-modal transportation improvement packages; each package should meet these criteria:
- Have a high likelihood of addressing all of the needs (addressing peak period congestion relief, preventing regional traffic from cutting through neighborhoods, promoting transit access and ridership and providing simple, visible access) and advancing the goals
- In advancing as many of the needs and goals as possible, have a high likelihood of serving as the basis for a preferred alternative that all stakeholders could support

5:10 Small Groups – building packages
- Each small group has one hour to assemble two packages that the group thinks best meets purpose and need.
- Each package must include at least ONE suggestion under each need and work effectively together.
- Each small group should contain project team and Consensus Committee participation; small group participants should actively seek to meet the needs of those not in their small group. (“What would …say if s/he were here?” is a great question to ask in the small group.)
6:10 Small Group – presentations – Very Quick – no formal break; take breaks as needed during the presentations
- Quickly list suggestions included in this package
- Describe how this package might address needs/goals/stakeholder interests
- Explain inclusion of particular suggestions
- Identify any known deficiencies or areas of concern
- Q and A – Clarification Only – No Evaluation (that comes later)
6:30 Discussion – Substance Only (no process discussion here)
- As you look at each package, are there any internal inconsistencies that could harm this package in the evaluation stage?
- Are there important suggestions that failed to make it into even one package? If so, do we add it to an existing package with which it might be consistent or do we create a new package?
- What kind of package is missing and what do we do about that?

OPERATING GROUND RULES
Advocacy during the meeting has to be advocacy for packages that serve ALL, not for solutions that serve only the individual interests of any one stakeholder
No process discussion during the workshop – we only talk process at the beginning and at the end
We don’t have to examine every suggestion and we don’t have to put every suggestion into a package – we seek only the best-of-the-best suggestions (those that most effectively advance the needs, goals and interests) and can leave others by the way side
