mayors have made lasting and significant contributions to our community and beyond. They
have served within the following historical structures:
The Denver City Town Company was organized by William Larimer on November 22, 1858. The
city of Denver was incorporated on November 7, 1861. The City and County merged by the
establishment of the City and County of Denver in 1902 and by its charter which was
adopted in 1904. A strong, non-partisan Mayor and Council system was established in 1904.
Mayoral terms were for two years until 1904 when they became four-year terms. They were
reduced to two-year terms again from 1912 until 1916, at which time the Speer Charter
reinstated the four-year terms.
